2004 was the first year in Tianjin to implement the second step of The Three-Step Development Strategy. Development
Economic Aggregates
The national economy enjoyed a rapid and stable growth. The total annual output value of 293.188 billion yuan was materialized in Tianjin, a rise of 15.7% on the basis of constant prices, showing a growth rate 0.9 percentage points higher over the previous year. It was the first time that the per capita total output value of the city exceeded 30,000 yuan, reaching 31,550 yuan, equal to USD 3,812. The overall energy consumption for the total output value of 10,000 yuan was 1.35 tons of standard coal, decreased by 0.02 tons as compared with the previous year.
Growth was shown in all the three industries. The added value of 10.229 billion yuan was achieved by the primary industry, increased by 5.1%. The secondary industry was the major force to push forward the rapid development of the economic development in Tianjin and it achieved the added value of 156.016 billion yuan, a rise of 19.8%, and 1.8 percentage points higher over the previous year. The amount of 126.943 billion yuan of added value was fulfilled by the tertiary industry, which was a growth of 11.7%. The proportions of the three industries were 3.5%, 53.2% and 43.3% respectively, the proportion of the secondary industry was raised by 2.3% over the previous year. The proportions of the three industries contributed to the economic growth were 1.2%, 66.3% and 32.5% respectively.
The fiscal revenue was keeping a rapid development. The annual fiscal revenue of 50.213 billion yuan was achieved in Tianjin, based on the calculation of the comparable requirement, increased by 26.7% on the basis of constant prices over the previous year, and two-digital growth had been kept for 13 years. More than 1 billion yuan of fiscal revenue was made in 11 districts and counties. The major income taxes were on the strong rise. The amount of 16.2 billion yuan of added value and consumption taxes was achieved, which was increased by 17.8%; 8.02 billion yuan of income tax was collected from the enterprises, increased by 34.8%; 7.84 billion yuan of business tax, increased by 21.9% and 4 billion yuan of income tax from the individuals, increased by 27.5%. The financial expenses were 43.15 billion yuan in 2004, increased by 23.3% over the previous year, of which the expenditures on capital construction and the city's maintenance construction were increased by 40.1%; the expenditures on the aid to agriculture was increased by 35.6%, the expenditures on social security and allowances or relief work were increased by 19.0%.
Labor and Employment
Great achievements were made in the aspects of employment and reemployment. The number of 214,500 jobs was created, 333,00 jobs more than the previous year up 18.4%. Among them, 137, 000 jobs were given to the laid-off workers, a rise of 13.4% and this was especially manifested in the addition of welfare jobs in such fields as public security in communities, assistance to maintain traffic order, property management of the old residential areas, and assistance to the labor safeguarding system. By the end of the year, about 30,000 laid-off workers at the age around 40 to 50 years old, were rearranged. The target was fulfilled which aimed at creating the number of new jobs larger than that of the newly increased labor force and new laid-offs. The number of the employed was on the steady rise. By the end of the year, the employed of the whole city totaled 5.302 million, increased by 3.8% over the previous year, among them 853,000 people were engaged in the primary industry, 2.23 million people in the secondary industry and 2.219 million people in the tertiary industry; the number of 3.023 million people was employed in the towns, increased by 0.8% over the previous year. For the whole year, the talents and labor markets received 3.2957 million people with intention to get jobs, of which 904,300 people concluded agreement of preliminary intent. The registered unemployment rate in the towns was 3.76%, decreased by 0.04% as compared with the previous year.
Price
The prices of consumer goods and retail sales were relatively stable. The prices of consumer goods for the urban residents got a rise of 2.3% over the previous year, the prices of retail sales had a rise of 0.8%. Among the prices of the consumer good of the 8 major categories, food prices grew higher than the other commodities, increased by 9.9%; prices of housing were increased by 3.6%; the prices for cigarette, wine and other related commodities were increased by 1.0%. The prices of other 5 categories of commodities were decreased over last year, among them, the garments prices were deceased by a big margin, registering a fall of 7.9%; the prices for medical care and commodities for individual use were decreased by 6.6%; traffic and communications by 3.2%; domestic use facilities by 1.7% and commodities for recreation, education and culture by 0.8%.
The prices in the production and investment fields rose quickly. The ex-factory prices of the industrial outputs in Tianjin were increased by 4.1%, the prices for raw materials, fuel and power were increased by 15.4% over the previous year and the prices in investment of fixed assets were increased by 7.3%.
Land and housing prices kept on rising. The annual land transaction prices were increased by 16.3%; the prices for the sales of houses were increased by 13.5%, of which the prices of commercial housing were increased by 11.7%, the price for the deal of private houses was increased by 19.5%; the prices for house renting were increased by 1.2%.
Investment in Fixed Assets
The investment in he fixed assets grew in a diversified way. In 2004, the investment of 125.898 billion yuan in fixed assets was fulfilled in society, increased by 20.3% over the previous year. The investment from the local organizations reached 94.126 billion yuan, increased by 20.5%; and that from the organizations directly under the central government reached 19.107 billion yuan, increased by 24.9%. From the perspective of investment direction, the investment in the primary industry reached 309 million yuan, a growth of 40.5%; the investment in the secondary industry reached 43.385 billion yuan, a growth of 37.1%, of which the amount of 41.874 billion yuan was invested in industry, increased by 36.6%; the investment in the tertiary industry reached 69. 539 billion yuan, increased by 13.1%, of which, the investments in business and trade, urban construction projects and scientific research programs were increased by 1.8 times, 45%, and 41.9% respectively. The annual capital in place reached 128.457 billion yuan, increased by 24.95%. The channel of fund origin was diversified. To raise funds by oneself became the major channel, reaching 60.344 billion yuan, a rise of 25.1%, accounting for 47% of the fund already in place; the domestic loan reached 36.16 billion yuan, increased by 16.2%; the use of foreign capital was increased by a big margin, reaching 9.387 billion yuan, increased by 55.2%. The proportion of capital of the year was increased from 5.9% to 7.3%.
The pace of the key projects construction was fastened. The 21 projects including the TOYOTA project of the First Automobile Manufacturing Plant of Tianjin, the polyvinyl chloride project of Dagu Chemical Plant and the expansion project of LG were either completed or partially completed. The first phase of the light rail project was completed and was open to traffic; the subway line No.1 entered the stage of equipment installation; other projects such as the eastward shift and transformation of Tianjin Steel Plant and the hi-tech textile park went on smoothly.
Agriculture
Agriculture production developed steadily. The total annual output value of agriculture hit 22.135 billion yuan, increased by 5.3% over the previous year, of which, the output value of the farm production reached 9.523 billion yuan, increased by 3.3%; the output value of animal husbandry 9.258 billion yuan, increased by 5.7%; the output value of fishery 3.184 billion yuan, increased by 10.5%; and the output value of forestry 170 million yuan, increased by 2.9%. The proportion of the aquaculture in the total agriculture output value reached 56.2%.
New progress was made in the agricultural industrialization. By the end of the year, there were 404 leading enterprises engaged in the integration of manufacturing, processing and sales of agriculture products. The number of the leading enterprises with the assets of more than 10 million yuan reached 126, and 6 of them were new. And there were 10 leading enterprises at state level, and 3 of them were newly added. The bases for raising aquatic products in Tianjin reached the area of 170,000 mu, and the bases for raising fowls and livestock reached the number of 190. The number of the farmers involved in the agriculture industrialization in the city accounted for 65% of the total of farmers, which was increased by 5% over the previous year. Achievement was made in the area to invigorate agriculture by applying science and technology. 21 sci-tech achievements and popularization programs in agriculture passed the examination conducted by experts.
The output of major agricultural and sideline products was increased. The total annual grain output hit 1.2527 million tons, a growth of 59,800 tons over the previous year; the average per mu yield hit 316.9 kg, increased by 8.8 kg over the previous year; the cotton production reached 120,300 tons, increased by 27% over the previous year; the total meat output hit 531,000 tons, increased by 1.3%; the output of eggs hit 246,000 tons, increased by 1.4%; the milk output reached 542,000 tons, increased by 25.4%; the output of aquatic products reached 307,400 tons, increased by 3.1%. The vegetables output reached 5.985 million tons, decreased by 0.7% as compared with the previous year; the quality of the agricultural products got noticeable improvement and the quality of test and inspection system were gradually perfected. The cultivated area of the pollution-free vegetables reached 715,000 mu, and pesticide residue on vegetables exceeding the norm dropped to 9.9%.
The quality of farm machinery equipment was improved. By the end of 2004, the overall power of the farm machines in the city reached 6.0813 million kw, increased by 1.1% over the previous year; the implementation of giving subsidy to the purchase of farm machines produced the preliminary effect, by the end of the year, there were 137,200 farm vehicles, and 2,700 combine harvesters. The proportion of farmland cultivated by machines reached 89.9%, and the proportion of farmland sown by machines reached 53.1%. The capital construction of water conservancy expanded the irrigated areas by 700 hectares, and the water saving irrigated areas reached 185,700 hectares in Tianjin.
Industry
The size of industrial production was expanded quickly. The amount of 143.673 billion yuan of added value in industry was materialized in the city, increased by 21.5% over the previous year. The total industrial output value reached 576.393 billion yuan, increased by 31.0%. The amount of 139.564 billion yuan of added value was achieved in the industries of scale, increased by 26.5%; the total output value of 537.509 billion yuan was hit, increased by 31.8%, and the net increase of 132.548 billion yuan of total output value was achieved in the year 2004.
Heavy industry grew rapidly in scope. The industry of scale hit the 31.464 billion yuan of added value in light industry, increased by 18.7% over the previous year, and 128.936 billion yuan of total output value was hit, increased by 19.4%; 108.1 billion yuan of added value was achieved in the sector of heavy industry, increased by 29.0%, 408.573 billion yuan of total output value was hit, increased by 36.2%. The proportion between the light and heavy industry was 24:76.
The effect of advantageous industries' leading position was obvious. The six advantageous industries, i.e., electronics and information, automobile, biotech and modern medicine, metallurgy, petrochemical and new energy resources and environment protection achieved the industrial output value of 379.77 billion yuan, increased by 35.5%, accounting for 70.6% of the total output value of the industry of scale, and the proportion of the industrial growth contributed reached 76.7%.
The new and hi-tech industries were growing with gathering momentum. The amount of 173.102 billion yuan of total output value achieved in the new and hi-tech enterprises, increased by 36.1%, accounting for the proportion of 32.2% of the total industrial output value of the industries of scale, increased by 1.7 percentage points over last year. The development and export of the new products were enlarged. The amount of 152.689 billion yuan of output value of the new products was hit, increased by 47.8%; the industries of the city fulfilled the export delivery value of 144.513 billion yuan, increased by 42.6%, bringing up growth of total industrial output value by 11.1%. The proportion of the export delivery value of industry accounted for 27.1% of the total industrial output value for sales, increased by 2.1 percentage points over the previous year.

Industrial production enjoyed a good connection with the sales. The amount of 532.641 billion yuan of the sales income was materialized by the industry scale, the sales rate of the industrial products reached 99.09%, of which the heavy industry reached 99.39%, light industry 98.17%; the state-owned enterprises 101.35%, the enterprises with the investment by foreign businessmen and by businessmen from Chinese Hong Kong, Macau and Taiwan 99.5%, share holding system 98.69%.
The economic benefits of industry improved constantly. The comprehensive index of the economic benefits from the enterprises practicing independent accounting system was 178.44, increased by 32.06 points. The profits and taxes of the enterprises were increased by a big margin, the total amount of 59.976 billion yuan of profits and taxes were materialized annually, increased by 56.1%, of which 41.253 billion yuan of profits was hit, increased by 80.8%; 18.723 million yuan of tax dues was hit, increased by 20.0%. The contribution of total assets reached 13.4%, increased by 3.4% over the previous year, the value preserved and value added rate of the capital hit 119.5%, increased by 14.5 percentage points; the turnover rate of running capital reached 2.31 times, which was 0.14 times faster. The profit rate of the cost reached 8.2%, a rise of 2.2%. The energy consumption of the total industrial output value in 10 thousand yuan was 0.52 tons of the standard coal, a drop of 0.04 tons of the standard coal compared with last year.
Building Industry
The production of building industry showed an overall development. In 2004, the amount of 63.133 billion yuan of total output value in building industry was hit, increased by 26.6%. Houses with a floorage of 34.3648 million square meters were under construction in the city, increased by 88.3%; the building of houses with a floor space of 13.0753 million square meters was constructed. The construction enterprises in Tianjin reached the number of 922 and made a profit of 1.145 billion yuan, increased by 44.4%, the amount of 1.841 billion yuan of the tax was handed over, increased by 25.9%. The per capita productivity calculated on the basis of output value reached 160,200 yuan, increased by 5.0%.
Communications and Transport, Post and Telecommunications, Storehouse Services
The overall service capacity of communications and transport as well as post and telecommunications improved constantly. The added value of 28.505 billion yuan in the services of communications and transport, post and telecommunications, storehouses was achieved in Tianjin, increased by 15.2% over the previous year.
The service of cargo transport developed steadily. The total volume of the annual cargo transport reached 434.88 million tons, increased by 9.4% over the previous year, of which highway transport reached 209.82 million tons, increased by 4.3%; railway transport reached 102.40 million tons, increased by 1.6%; waterway transport 116.13 million tons, increased by 29.3%; civil air transport 16,500 tons, increased by 27.9%. The proportion of the freight transport of highway, waterway and railway reached 48.2%, 26.7% and 23.5% respectively, with the proportion of highway transport decreased by 2.4percentage points, that of railway transport decreased by 1.9 percentage points, and that of waterway transport increased by 4.1percentage points. The handling capacity of the harbor reached 206.19 million tons, increased by 27.4%, of which 74. 02 million tons cargo were imported, increased by 40.5%, 132.17 million tons were exported, increased by 21.1%. The handling capacity of the standard containers reached 3.815 million teus, increased by 26.5%. The amount of the post matters handled at the airport reached 70,800 tons, increased by 45.7%.
Passengers transport capacity increased rapidly. The annual transport of passengers reached 59.3679 million, increased by 27.1%, of which 28.701 million passengers were transported by railway, increased by 17.0%; 29.11 million passengers by highway, increased by 38.6%; 1.532 million passengers by civil aviation, increased by 33.5%. The proportions of passenger transport by highway, railway and civil aviation were 49%, 48.3% and 2.6% respectively, the proportion of the passengers transported by highway had a growth of 4percentage points, railway transport dropped 4.2 percentage points, and the civil aviation had a slight rise of 0.1 percentage points. The number of passengers handled at the airport reached 1.7053 million, up 54.8%.
Transport capacity was increased. The number of 10 navigation lines was added to Tianjin Harbor, Tianjin Binhai Airport opened 17 new air lines, with 125 flights put into operation, increased by 50% and 31% respectively over the previous year. The annual landing and taking-off of the planes made 28,000 sorties. The logistics infrastructure construction was accelerated; the logistics free trade zone at airport was completed and put into operation. Dabizhuang Logistics Park assumed the initial scale.
The development speed of telecommunications and postal service was faster. The amount of 14.471 billion yuan of total annual business quota for post and telecommunications was achieved, increased by 29.1% over the previous year, of which the business volume in telecommunications was 13.548 billion yuan, increased by 31.5%. By the end of the year, the total length of the long distance optical cables extended to 2,554 km. The total telephone exchange capacity reached 4.2829 million sets, increased by 6.2%. The number of fixed phone users reached 3.2549 million, increased by 3.5%, the communication by the local public telephone network was 8.371 billion times, increased by 3.5%. The mobile phone messages reached 2.873 billion pieces, increased by 68.8%. The annual postal service aggregates reached 923 million yuan, increased by 2.9%, the number of 105.83 million letters was handled, decreased by 52%, and the number of 3.52 million pieces of EMS delivered, increased by 9.7%.
Domestic Trade
The size of commercial circulation was enlarged. The amount of 24.207 billion yuan of added value in wholesale, retail sales and catering trade was materialized, increased by 11.2%. The total amount of commodity purchase by the businesses and enterprises above the restricted quota reached 321.344 billion yuan, increased by 30.1%.
Market was dynamic. The total volume of retail sales of the social consumer goods for the whole year reached 105.270 billion yuan, increased by 14.1%, of which the retail volumes of the wholesale and retail business reached 83.190 billion yuan, increased by 14.4%; the business of catering trade continued to be booming, the amount of 13.287 billion yuan of the retail sales was materialized, increased by 20.9%. As regards the wholesale and retail business exceeding the norm, the retail sales of the communication equipments had a growth of 3.6% and that of the retail sales of vehicles had a growth of 25%.
The size of the special market for wholesales grew vigorously. By the end of 2004, there were already 150 markets trading commodities of different kinds, among which 56 markets were for means of production, 40 markets for general consumer goods, 54 markets for agricultural products. The trading volume of 16 wholesales markets exceeded 1 billion yuan each, and the trading volume of 46.685 billion yuan was hit, accounting for 50.2% of the trade volume of the markets dealing with various commodities. Chubao Steel becomes the first market in Tianjin with a trading volume of 10 billion yuan.
The construction of commercial facilities developed rapidly. Within the year, the number of 33 construction projects such as Wanda Shopping Mall, Jiahua International Business Center and Itokin Shopping Center were all completed and started operation, and the number of large shopping malls each with an area of 10,000 square meters reached 192. The renovated Food Street and Ancient Cultural Street started operation. The commercial networks in the communities of the urban areas increased to 878 and the number of the communities with small restaurants for breakfast, convenient shops and waste matter collection deports reached 929. 23 illegal markets obstructing traffic in Nanchanglu, Baojidao and other roads were demolished.Supermarkets with funds from the countryside and other chain stores reached 356.
Finance and Insurance Industry
Finance and insurance industry developed steadily. The amount of 12.972 billion yuan of added value was achieved in finance and insurance industry, increased by 15.6%. By the end of the year, the number of financial institutions in Tianjin reached 2828, including 1564 banking institutions and 1264 non-banking institutions. China Minsheng Banking Corporation Tianjin Branch started operation and by the end of the year, the number of employees with the financial institutions reached 43,300.
The amount of deposit sand loans exceeded 500 billion and 400 billion yuan respectively. By the end of 2004, the deposits of national currency and foreign currency in both domestic and foreign financial institutions in Tianjin reached 513.972 billion yuan, increased by 17.9% as compared with the end of the previous year, a net growth of 77.932 billion yuan., The deposits of the public organizations and enterprises hit 205.891 billion yuan, increased by 22.7% as compared with the end of the previous year, a net growth of 37.017 billion yuan. The deposit balance of the urban and rural residents reached 226.149 billion yuan, increased by 13.5% as compared with the end of the previous year, a net growth of 26.955 billion yuan. The balance of loan in Chinese and foreign currencies reached 414.649 billion yuan, increased by 16.1% compared with the end of the previous year calculated on the basis of comparable prices, a net growth of 61.369 billion yuan, of which, the medium and long term loan balance reached 184.997 billion yuan, increased by 17.5% compared with the end of the previous year. The balance of the loan for individual consumption reached 34.705 billion yuan, a growth of 8.814 billion yuan in 2004, increased by 2.804 billion yuan over the previous year.
The securities market developed smoothly. By the end of 2004, there had 26 enterprises in Tianjin listed in the domestic stock markets. The deals of 157.684 billion yuan of various securities were struck, increased by 19.25% over the previous year, of which the deals of stocks were 142.159 billion yuan, increased by 26.6%; the deals of treasury bonds 13.861 billion yuan, deceased by 22.6%; the deals of fund 1.664 billion yuan, decreased by 18.6%. The total annual amount of regulated foreign exchange reached $1.588 billion, increased by 22.2% over the previous year, of which the foreign exchange into the city reached $ 778 million, increased by 90%, and that out of the city $810 million, decreased by 9.0%.
Insurance developed rapidly. The total annual insurance premium income hit 8.098 billion yuan, increased by 7.5%, of which the income of the property insurance hit 1.876 billion yuan, increased by 20.5%, the income of the insurance premium of personal insurance hit 6.222 billion yuan, increased by 4.2%. Various compensation paid according to rule reached 1.742 billion yuan, increased by 0.3% over the previous year, of which the payment for property insurance reached 963 million yuan, decreased by 4.8% from the previous year; 779 million yuan for personal insurance, increased by 7.5%. By the end of the year, there were 17 various insurance companies and branches in Tianjin, 103 sub branches, 213 marketing services, 19 business offices and 33 insurance intermediary agencies.
Real estate Industry
Both production and marketing of real estate industry were thriving. The added value of Tianjin's real estate industry was as high as 14.651 billion yuan, increased by 6.1%. Propelled by the Haihe River development and the construction of roads and bridges, the investment in real estate development was increased by a big margin, reaching 26.392 billion yuan, increased by 24.8%. The area of 28.6555 million square meters of the real estate development was under construction and the area of 10.1446 million square meters was completed, increased by 35.1%. The sales of the commercial housing reached the record high. The area of 84.703 million square meters of commercial housing was sold for the whole year, and the sales income reached 26.382 billion yuan, up 7.7% and 33.2% over the previous year respectively.
Reform and Opening up
Structures of Ownership
The non-public sector of economy made up a constantly increasing proportion. The public economy of the city reaped a total added value of some 152.458 billion yuan, accounting for 52% of the city's gross output value; The non-public sector of economy gained an added value totaling 140.73 billion yuan, making up 48%, up 2.6 percentage points over the previous year, and of this total, the added value of the private and individual economy hit 67.433 billion yuan, 23% of the city's gross output value, up 0.9 percentage point over the previous year.
Industries of different ownerships contended in blossoming. The whole year witnessed a total industrial output from the state-owned and state holding industrial businesses of some 193.025 billion yuan, up 31.3% over the previous year. Of the industrial businesses of scale or above, the share-holding businesses earned a total output value of 174.109 billion yuan, up 30.2% over the previous year; the foreign-funded and HK-Macao-Taiwan-funded businesses, some 263.815 billion yuan, up 38.4%; the private businesses, over 44 billion yuan, up 42.1%. The total output value of share-holding businesses, foreign-funded enterprises and HK-Macao-Taiwan funded enterprises made up altogether 89.7% of the total output value of the industrial businesses of scale or above.
The private and individual economy thrived. The registered capital of the private and individual economy of the city totaled some 127.128 billion yuan by the end of the year, about 30.183 billion more than that early in the year, up 31.1%; the private and individual businesses numbered some 247,900 with about 1,02 million people being involved, 977,00 more than that early in the year; the tax revenue of the whole year topped over 5.033 billion yuan, up 43.9%.
State-owned Asset Management and State-owned Enterprise Restructuring
Management of state-owned assets was tightened. The total assets of the solely state-owned ventures and state holding businesses of the city reached 438.4 billion yuan, with the property rights of owners totaling 145.1 billion yuan. The rational floating of the national capital was improved. 782 deals were listed for transaction at the property right exchange center in the year, an increase of 74.9% over the previous year, among which, 90 were cross-regional transactions, up 125% and the other 692 were made within the city, up 70%. The transaction volume of state-owned property rights totaled some 20.038 billion yuan, an increase of 62.9% over the previous year, of which the volume of cross-regional transaction hit some 2.465 billion yuan, up 130.8%, and that of transaction within the city reached over 17.57 billion yuan, up 57.7%.
The restructuring of state-owned enterprises was accelerated. By the end of the year, 653 state-owned enterprises subordinated to the municipality had undergone restructuring, making up 45.3% of the 1442 state-owned enterprises of the city in total. A new campaign of transformation and reformation was carried out in full swing; a number of major and leading industrial projects of high technological contents were planned, accelerated for construction or completed and put into operation; structures of industrial products were further optimized and scales and levels of advantageous industries upgraded. The strategic industrial shift to the east was sped up with 65 businesses moved to the east of the city. And after 4 years' hard work, businesses moved to the east had numbered 190.
Administrative Examination and Approval
The Municipal Administrative Permission Service Center was inaugurated and put into use. 68 institutions engaging in the examination and approval for the business of administrative permission established themselves in the center, opening up more than 180 windows to conduct once-and-for-all examination and approval of altogether 617 items. The centralized handling of administrative examination and approval helped lighten the burden of the grass-root units, raise working efficiency of the government functional departments, promoted the transformation of government functions, and moreover, set up a good image of the law-based and service-oriented government.
Social Security
Systems for medical insurance, endowment insurance, unemployment insurance and so on were bettered. A multi-level medical insurance system that comprises big-amount outpatient and emergency treatment allowance, big-amount medical aid, functionaries' medical subsidy and enterprise supplementary medical insurance with the basic medical insurance as the core was perfected. People involved in the basic medical insurance numbered over 2.6303 million, 402,300 more than the previous year, up 18.1% with funds collected totaling over 2.5 billion yuan, up 28.2%. The hospitals designated for medical insurance and linked by computer topped 210. People paying for the endowment insurance numbered some 1.785 million, 100,000 more than the previous year, with funds collected totaling 7.89 billion yuan, up 27.3%. People paying for the unemployment insurance numbered over 1.9506 million, with funds collected totaling 645 million yuan, up 14%, and the number of people receiving the unemployment insurance reduced from 95,000 at the end of 2003 to 51,300 at the end of 2004. People paying for the industrial injury insurance numbered 1.11 million, with funds collected totaling 145 million yuan.
Regional Cooperation
Investment invitation from other parts of the country showed a historical breakthrough. The contracted volume of investment attracted to Tianjin from other parts of the country reached some 36.428 billion yuan, with some 23.875 billion yuan being put to actual use, both 2.1 times those of the previous year. Of the investors from other parts of the country, quite a number were private businesses establishing themselves in Tianjin, with the amount of non-governmental-capital investment from other parts of the country being rocketing. Of the key projects each with an investment of over 5 million yuan, the private-business capital introduced totaling some 12.355 billion yuan was put to actual use, accounting for over 62% of the investment volume introduced for key projects. Investments introduced from the Yangtze River Delta area and the Pearl River Delta area showed an increasing momentum. Of the key projects each with an investment of over 5 million yuan, 185 were from Zhejiang, Shanghai, Jiangsu and Guangdong in South China, the volume of investment put to actual use totaling 7.55 billion yuan, 38% of the investment volume introduced for key projects, three times as much as that of the previous year. Most of the investments were for developing manufacturing, real estate as well as commercial and trade logistics, the volume of which put to use accounting for 42.1%, 28.5% and 19.5% respectively of all the these key projects.
Tianjin's efforts in aiding and supporting Gansu Province in Northwest China, Qamdo Prefecture in Tibet, and the Longbao migrant development area in Southwest China's Chongqing Municipality were further strengthened, which had helped boost the local economy.
Foreign Trade
Foreign trade expanded by a big margin. The foreign trade import and export volume of the city exceeded $40 billion, reaching $42.02 billion, up 43.2% over the previous year, of which the import volume was $21.154 billion, up 41.1%, and the export volume was $20.865 billion, up 45.4%. The export volume of processing trade in the year reached $14.013 billion, up 53.2%, and making up 67.2% of the city's foreign trade export volume. The export volume of ordinary trade hit $6.411 billion, up 32.8%. Businesses engaging in foreign trade increased significantly, and those newly authorized for import and export operation numbered 2127. Foreign-funded businesses and private businesses showed a high increasing rate as regards exportation. The foreign-ifunded businesses reaped an export volume of %17.056 billion, up 49.3%, 81.7% of the city's exportation volume; the private businesses earned an export volume of $619 million, an increase of 2.8 times. The bilateral trade with major trade partners kept blossoming. The trade volume of the city with the US, Japan, the Republic of Korea and The European Union topped $28.254 billion, which accounted for 67.2% of the foreign trade import and export total of the whole city.
The structure of export commodities was further optimized with the export of mechanical and electrical products and new and high technology products being on a rapid increase. The export of mechanical and electrical products reached $14.7 billion, up 60%, 70.5% of the city's export total, and the export of new hi-tech products hit $8.67 billion, up 80.3%.
The scale of import and export of Tianjin Port hit a new high. The whole year's total foreign trade import and export volume at Tianjin Port topped $67.767 billion, a 47% increase over the previous year. Of this total, the export was $38.48 billion and the import, $29.29 billion, up 48.4% and 45.1% respectively. Tianjin Port spared no efforts in expanding its information platform for customs clearance service, establishing the customs clearance service center, offering chain service for customs inspection, customs declaring, etc., and establishing port-cum-region partnership with Hebei Province, Shanxi Province, Inner Mongolia Autonomous Region, Xinjiang Uygur Autonomous Region and some other provinces and regions of the county.
Foreign Capital Utilization
Foreign capital utilization witnessed significant progress. The municipal Party committee and government worked out a Decision on Opening Wider to the Outside World and Accelerating the Development of Open Economy with a view to bettering the environment and creating a favorable atmosphere for foreign investors, bringing about a new high tide of opening up to the outside world. The whole year witnessed 1102 newly approved projects with direct foreign capital, a 17.1% increase over the previous year, of which business invitation for major projects remained hot, the major projects each with a total investment of over 20 million US dollars numbering 120; The contracted volume for direct use of foreign capital and the volume of investment put to use totaled $5.589 billion and $2.472 billion respectively, a 59.1% increase and a 51.4% increase respectively. The manufacturing industry remained the principal user of foreign capital while the service sector showed a raid increase in foreign capital utilization. The whole year saw a utilization of contracted foreign capital of $3.435 billion and an actual use of foreign capital of $1.774 billion for the manufacturing industry, an increase of 59.4% and 63.5% respectively, accounting for 61.5% and 71.8% respectively of the city's total. Topping the list as the first 5 were electronics equipment, electrical machinery, automobile, equipment for special use and chemical raw material manufacturing, each introducing foreign capital of more than $150 million. The service sector attracted a contracted foreign capital of $1.935 billion and put to actual use $660 million, up 45.7% and 35.8% respectively. Among this, the contracted foreign investment in commerce and real estate business showed remarkable increases of 1.1 times and 45.8% respectively. Investment for business pioneering and credit guarantee had for the first time become areas for the access of foreign capital. Countries and regions each making a contracted investment of over $100 million within the year had numbered 10, the first 6 of which were HK, the US, Japan, the Republic of Korea, Taiwan and Singapore, whose total investment made up as much as 54.1% of the foreign capital absorbed by the city. Investment from HK showed an increase of 8.5%, that from the US, 31.7%, that from the Republic of Korea, 37.1%, that from Taiwan, 34.2%, and that from Singapore, by 1.7 times. Investments from the European Union showed a remarkable increasing rate with the 15 European Union countries making a total investment of $460 million, up 80%. Countries and regions making investment in Tianjin had totaled 118.106 of the world's top 500 businesses had established themselves in Tianjin, 6 of which were newly added right in the year.
Foreign-related Economic Cooperation
In the opening-up drive, going to the outside world was also stepped up. The whole year saw 777 contracted projects overseas and labor services export projects, with a turnover of $527 million, up 30.1% over the previous year. Businesses authorized for foreign-related cooperation numbered 56, whose business covered 71 countries and regions. By the end of the year, personnel working abroad for labor services had numbered 12,500.489 contracts were concluded in the year on the introduction of advanced technologies from abroad, with a contracted volume of $492 million. Another 58 institutions and businesses were approved to establish themselves in 21 countries and regions, and 50 of them made investment and went into operation abroad with a total investment of $62.0559 million, $47.9696 million of which were invested by the Chinese party.
Tourism
The tourist industry grew significantly. The city received from all over the world 616,000 tourists in the year, earning foreign exchange of $412 million, up 25.2%. The number of visitors from other parts of the country increased by 21% and the income of domestic traveling reachreached over 48.514 billion yuan, up 22.8%. Local people of 99,100 person-times went traveling abroad, an increase of 86.6%, with a total expense of 1.303 billion yuan, an increase of 66.5%. A score of tourist projects were completed and went into operation, which included the Ancient Culture Street. A dozen of large-scale tourist activities were successfully carried out, which included the International College Students' Dragon Boat Tournament, The Mazu Culture Tourism Festival and the International Marathon at the Huangyaguan section of the Great Wall in the city's Jixian County. Star hotels across the city numbered 101, 3 of which were five-star hotels newly approved in the year.
The New Binhai Zone
The New Binhai Zone had its position further consolidated in taking the lead in the city's economic development. Its gross output value topped 125.02 billion yuan, an increase of 20.1% over the previous year. The total industrial output value hit some 303.075 billion yuan, up 42.1%; a fixed assets investment of 56.547 billion yuan was made, up 21.8%; foreign trade export reached some $13,699 billion, up 53.3%, and accounting for 65.7% of the city's foreign trade export total; foreign capital of over 1.744 billion US dollars was put to direct use, up 43.5%, and making up 70.6% of the city's total. Tianjin Economic and Technological Development Area (TEDA) boasted the most rapid growth in the year in industrial economy for the past 8 years, the total industrial output value hitting over 182.214 billion yuan, up 45.6%, and aggregation of the IT, automobile, biomedicine, chemical and other industries being consolidated. The volume of cargo going into and coming out of Tianjin Port Bonded Zone reached $13.1 billion; a score of big logistics businesses were introduced, including TOYOTA General and HK Kerry; 50,000 exported cars were sold on batch, remaining second to none in the whole country.
Urban Construction and Management
Infrastructures Construction
The urban infrastructures construction and transformation progressed rapidly. Tianjin Urban Construction Investment Group was established with a view to stepping up the urban infrastructures construction. The No.1 Subway Line had its principal south-north viaduct, the principal underground stations and the two-way tunneling of underground shields completed. 5 Grade-2 rivers including the Changtai River and the Hucang River had their river courses harnessed. The transformation of old gas pipelines going through 30 major neighborhoods was completed, benefiting some 300,000 households. To go with the construction of the City Expressway and the renovation of old streets, the construction of urban drainage works were under way with a bigger investment, 21 pump stations being built or transformed, which helped increase the water-gathering area by 20 square kilometers, the capacity of dealing with rainstorm and other emergency cases thus being raised.
Road Construction
Road construction was accelerated. The year witnesses a large number of road projects that started construction, expressways under construction totaling 156 kilometers, 11 kilometers of which were open to traffic. The urban roads paved had totaled 4159 kilometers in length by the end of the year, covering an area of 60.69 million square meters. The construction of the City Expressway started in full swing involving over 30 projects, and 25 bridges were under construction. Big overpasses including the Tianjin-Tanggu Highway Overpass, the Weiguodao Street Overpass and the Zhangguizhuang-Xuelianlu Street Overpass were completed. A 81-kilometer-long City Expressway was open to traffic. 59 major streets including Nanjinglu, Changjiangdao, Leyuandao, Xihucun and Yingshuidao were renovated.
Public Transport
The urban transport network became better established. 74 new traffic lines were open, 14 of which were bus lines, 2 lines for school buses, and the other 58 lines, free, for supermarket shopping. By the end of the year, bus lines across the city had numbered 402 with 6338 buses operating, 272 of which were added within the year. In addition, taxies operating numbered some 32,000.
Urban Greening
The city boasted a 35% greening coverage for each district, 4 percentage points higher than the previous year. The per-capita city greening in the urban area reached 8.1 square meters, 1.4 square meters more than the previous year. Some more parks were set up across the city, including the Liberation Park, the Music Park and Beichen Park. Moreover, an area of 5700 hectares was afforested within the year alone.
Public Utilities
Public utilities prospered. The city boasted a comprehensive tap water production capacity of 3.59 million tons, and the volume of 580 million tons of tap water was sold within the year, 190 million tons of which were for the daily use of residents. Households using gas numbered some 2.127 million, and by the end of the year, the rate of household use of gas for the urban residents had topped 94.48%. The area of central heating reached 75.7 million square meters, a 200-kilometer-long main heating supply network being established, and an area of 6 million square meters being added for heating supply, which brought the rate of central heating up to 80%.
The year 2004 saw the biggest number of garbage and sewage disposal facilities going into construction. 3 sewage treatment plants in Jizhuangzi, Xianyanglu and Beicang, Shuanggang Refuse incineration Power Plant, Xuzhuang Garbage Transfer Station and Dahanzhuang Landfill were started construction at the same time. And 3 sewage treatment plants were completed and went into operation. The city's capacity in sewage and garbage disposal thus rose up to 70% and 80% respectively.
Environment Protection and Improvement
The comprehensive rectification of environment produced greater effects. By the end of the year, the city had 20 environmental monitoring stations, 7 ecological demonstration zones, 9 natural reserves with an area of 164,500 hectares, and 59 smoke and dust control areas of 501.76 square kilometers.
Environmental quality was improved significantly. Days for the ambient air quality marking Grade 2-Good or above numbered 299, 81.7% of the total of days for the monitoring, the target of creating model ambient air quality thus being fulfilled. 100% of the water quality of the drinking water source was up to standard. Efforts in environment protection and improvement produced marked success. 1326 boilers of 10 ton/hour and below were transformed. The acoustic environment was kept as good. Road traffic noise averaged 68.0 db (A), a decrease of 0.2 db (A) as compared with that of the previous year; the ambient noise of the urban area averaged 54.9 db (A); the rate of up-to-standard areas as regards ambient noise topped 80%, an increase of 2 percentage points over the previous year. 46 neighborhoods were seen noise-free.
Computerization
Government-work computerization was stepped up. The first-phase E-administration website and the Party and Government Video-phone Conference system were established. The information system of the Municipal Administrative Permission Service Center went into operation. Construction of the key E-administration application systems gained more success. The ID card and census registration management systems were put to use; Centralized collecting and separate paying were conducted for endowment insurance, medical insurance and workers' compensation insurance through the social insurance management systems; the medical insurance departments were linked on line with 210 hospitals across the city; application of the on-line tax paying system found itself among the front ranks in the country. Thanks to the completion of the first-phase Information Platform of Tianjin Port, customs clearance was sped up considerably. The time taken for going through the procedures of customs clearance was shortened from 11.74 hours for each batch the previous year to 4.23 hours; the on-line housing selling system was put to use on a comprehensive basis. The third on-line handling of one-hundred items of office work was successfully carried out, with 104 items being set on line, involving 19 commissions, offices and bureaus. After 3 times of on-line handling of one-hundred items of office work carried out in the past three consecutives years, items of office work handled on line had totaled 350 with 49 commissions offices and bureaus being involved. Enterprises and individuals were further facilitated.
Information technology played an ever increasingly important role in economic development. A number of E-commerce application systems produced marked success. 27 industrial groups, industrial holding companies and large central industrial businesses stationed in Tianjin were linked on line. 15 trades including medical, mechanical and electrical, chemical and textile industries set up trade websites. Businesses whose sales income exceeded 1 billion yuan established on-line marketing systems. The Digital Certificates Authentication Center was inaugurated, issuing digital certificates to 35,000 on-line taxpayers, enabling the city to take the lead in China by applying on a comprehensive basis the CA certificate application system in the key professional trades.
Quality Inspection and Supervision
With state approval, 34 businesses were exempted from quality inspection and 37 products free from national examination. 2178 authenticated system certificates were issued in the city. 3 new products were named as national brand-name products, and altogether 9 products of the city were China's Famous Brands. The city had altogether 19 quality inspection institutions established according to law, exercising supervision and inspection over 5328 batches of products from 4255 businesses within the year, and 85.5% of these products were found up to standard. 21 measurement examination institutions were set up according to law, with 1.35 million sets (pieces) of measurement instruments being examined, 88% of which were examined on a compulsory basis. 3547 kinds of standards for business production were formulated or revised, the amount of business standards reaching up to 32,000. Quality inspection was conducted by focusing on food safety and food market accessing. 231 food producers (QS Products) secured the food production permit, and 2766 certificates were granted for China Compulsory Certification Products (3C Products). 15,800 cases of counterfeiting were investigated and dealt with, and 3519 of them were handled by the quality supervision departments. Tianjin Entry and Exit Inspection and Quarantine Bureau inspected and quarantined imported and exported cargos of 670,000 batches, worth $52.1 billion, up 50% over the previous year.
Social Undertakings
Science and Technology
The sci-tech progress ranks the 3rd in the whole country, In 2004, the number of 1408 sci-tech achievements at the municipal level was made, of which 75 programs took the world leading position, 282 programs reached the advanced level in the world. 8406 patent applications were made in the city and 2578 patents were granted. By the end of the year, the city had 27 academicians of the Chinese Academy of Social Sciences and Chinese Academy of Engineering. There were 48 post-doctoral mobile centers and 68 post-doctoral research centers, 116 in all. During the year, 8,002 technical contracts were signed in the technical transactional market, the volume of contracted value reaching 4.503 billion yuan, up 7.2% over the previous year. Tianjin was chosen as one of the first group of national electronic information bases.
A series of breakthroughs were made in sci-tech innovation. A first international finding was made about the cytokine HAPO, and for the first time in the country a gene was determined in clinic conditions to be associated with blood tumor tolerance and a gene related to the malignance of blood tumor. SOC chips designing technology was the first in the country to reach the international advanced standard of 90 nanometers. New breakthroughs were also made in the research and development of biochips for pathological microorganism examination, the new drug Sifuvitide, category I HIV Fuzeon, electric automobiles, and CIS solar energy cells.
Efforts were made to promote 60 hi-tech industrialization projects with high-level technology and intellectual property right of our own. Among them, 20 projects including the 20,000 sea water desalination pilot project of TEDA were launched and 18projects including 200 million lithium ion battery project were completed on schedule. Huayuan Software Industrial Park was designed as a national software export base. In 2004, 54 software enterprises were endorsed and 86 software products registered, making the total number of endorsed software enterprises and registered software products reach 171 and 341 respectively. 11 information system integration and information system project supervision enterprises were authenticated, bringing the total number of such enterprises up to 56. The technical centers of Tianjin Petrochemical Company and Dingsheng Engineering Company were included in the ranks of national technical centers. By the end of last year, there were in the city 100 national and city technical centers, of which 10 were national. The two engineering research centers of cellular products and prevention and treatment of computer virus were included as national centers. The first group of 38 city-level key labs was endorsed.
The new and hi-tech industrial parks made rapid progress. The total technological, industrial and commercial incomes of the parks in the year reached 65.943 billion yuan, up 35.3% over the previous year. Their total output value reached 59.579 billion yuan, up 35.4%. Their profit reached 2.319 billion yuan, up 35.6%. The tax they paid was 3.508 billion yuan, up 35.3%. And their export sales volume reached $1.634 billon, up 24.1%.
Education
Education extensively developed at different levels and in all aspects. In 2004, the 40 institutions of higher learning and vocational technology institutes of the city enrolled 96,200 students, increased by 11.7% as compared with 2003. The students numbered 286,100 and 51,700 students graduated that year. 9,200 graduate students were enrolled, increased by 8.2% over the previous year. The total of registered graduate students reached 24,500 and 5,000 of them graduated. The gross enrollment rate for higher education was 52%, increased by 3 percentage points.
The quality of elementary and secondary education rose consistently. There were 400,600 registered students attending junior middle school, and 139,100 students finished their junior middle school learning. 72,300 students were enrolled by the senior middle schools, up 3.4% over the previous year. The registered senior middle school students were 198,500 and 52,600 graduated. The enrollment rate for senior middle school was 94%. The enrollments of the secondary vocational schools were 47,700, increased by 3.0% as compared with the previous year. There were 135,200 registered secondary vocational school students. The elementary schools enrolled 81,600 pupils in 2004, the number of registered pupils at school reaching 554,800 and 114,800 pupils finishing their elementary school learning. There were 198,600 preschool children at kindergartens, and the enrollment rate of school-agers was 99.97%. The rate of primary school pupils entering middle school was 99.89%. 8 pilot senior middle schools were set up in 2004, bringing the total up to 39. 10 model primary schools were established. 70% of the senior middle school students enjoy best-quality education.
A high-standard vocational education system for the continuing education was basically formed. 41,200 adult students were enrolled in 2004. The number of the registered adult students reached 78,500 and 37,300 graduated. The average schooling of the new employed of the whole city in 2004 was 14 years, which reached the goal set in the 10th 5-Year Plan one year ahead of the schedule. The experience of three-in-one joint ideological and moral education of minors by the community, the family and the school created by Heping District became a national model.
Culture
Innovations and developments were made concerning the undertakings of culture and art, radio, movie and TV. By the end of last year, there were 15 art performing troupes, 19cultural and sci-tech hall, 17 museums and 31 public libraries. Tianjin Museum was completed and opened to the public. It contained 200,000 items of cultural relics, with nearly 1,000 of them being state-level first class cultural relics. The city boasts 7 radio channels, with comprehensive population coverage of 100%, and 9 TV channels covering 99% of the population. The number of cable TV users of the city reached 1.8 million households. A number of fine dramas were staged. Peking Opera Goddess Mazu, Ping Opera Fengyang Ballad, mythological puppet drama Lad of Huashang, play The Bugle Is Resounding and so on all carried awards in national contests. Tianjin held the 7th Peace Cup Invitational Beijing Opera Amateur tournament, the city's 3rd Farmers' Art Festival, and the 2nd Mazu Cultural Tourist Festival, to enrich the cultural life of the people. The 2004 Tianjin Internatioanl Children Art Festival was successfully held. Thematic activities of various forms were held to celebrate the 600th anniversary of the founding of Tianjin.
Public Health
The undertakings of public health thrived. 14 public health resources readjustment projects were launched and the People's Hospital and the Ophthalmologist Hospital of the city and the Second Hospital Affiliated to the Medical University were completed and put into operation. The hygienic system of the city was constantly improved and supervision strengthened. Pre-warning system for SARS and emergency plan for unexpected burst of bird flu among human beings were put into effect and citywide food safety inspection was conducted. Public health undertakings developed vigorously in the rural areas and the pilot studies on the new cooperative medical system in the rural areas were expanded to 4 districts and counties. 3.2 million farmers were given free medical check-up and health archives were established. 300,000 latrines in the villages were reformed.
Sports
New breakthroughs were made in sports contests. The city's athletes, undaunted by strong rivals and showing an endeavoring spirit, won three gold medals and one silver medal at the 28th Olympic Games, creating the best Olympic record of the city. Tianjin women volley-ball team won another championship at the 2004-2005 round of matches, the third one in succession. Popular sports unfolded extensively. 391 body building grounds were added in the communities, bringing up the number of such places up to 1955, with an area of 15,500 sq. meters.
Social Welfare and Aid
Social welfare undertakings developed constantly. The number of people given special preferences and subsidies reached 24,194 and efforts were made to ensure the minimum standard of living for 234,000 people, of which 201,500 were in the urban areas. The welfare institutions could provide 14,011 bed to accommodate those in need, and took in 11,003 people actually. The city has now 8 assistance stations. Tianjin remained one of the best of the country in terms of social security. The social security order of the city remained stable on the whole and criminal cases decreased by 7.6%. Population growth remained low. At the end of 2004, the permanent population of the city was 10.2367 million, registered permanent residents being 9.3255 million. Among the registered residents, 3.7637 million were agricultural population and 5.5618 million non-agricultural population. The birth rate of the year was 7.31, mortality rate 5.97 and natural population growth rate 1.34.

With the rapid development of the rural economy and implementation of various policies, such as the exemption from agricultural tax and additional tax, and direct subsidies for grain production and subsidies for fine strain of seeds and the purchase large farm tools, The farmers were benefited and the per capita annual net income of the farmer reached 6,525 yuan, up 11.3%, the margin of increase reaching 1 percentage point.

Residence
The housing conditions and environment for the urban and rural residence constantly improved. The per capita living space for urban residents was 24.2 sq. meters, 1.1 sq. meters more than the previous year. The per capita living space for the rural residents was 25.22 sq. meters, increased by 0.78 sq. meter. .Real estate management constantly improved. The number of real estate management companies increased to 542, with 86.52 million sq. meters of houses in their charge, 56% of the city's whole. The project to build low-rent houses was launched.
The major problems that existed in the social and economic development include: modern service trade has not developed fast enough; individual and private economy still constitute a small portion; the pressure on employment and reemployment and social security remains great; the capability to innovate in science and technology is not strong enough and there is great potential for energy saving and consumption reduction.
