Now, on behalf of the Municipal PeopleĄŻs Government, I submit the Report on the Work of the Government for your examination and approval and also for comments from members of CPPCC Tianjin Committee and other non-voting participants.
I. Review of the Work in 2004
The year of 2004 witnessed the launching of the second step of the cityĄŻs Three-Step Development Strategy. Under the leadership of the Central Committee of the Party, the State Council and the Municipal Party Committee, we adhered to the guidance by Deng Xiaoping Theory and the important thought of Three Represents, securely established and fully followed the concept of scientific development, resolutely implemented the policies and measures of the state to improve and strengthen macro adjustment and control and, going all out to blaze new trails in a pioneering spirit, satisfactorily fulfilled the various tasks set for the year at the Second Session of the 14th PeopleĄŻs Congress. The major targets set in the 10th Five-Year Plan for the cityĄŻs gross output value, per capita gross output value and fiscal revenue were met a year ahead of schedule.
The total output value of the city reached 293.19 billion yuan, showing an increase of 15.7% at constant prices as compared with the previous year. Fiscal revenue reached 50.21 billion yuan, up 26.7% at comparable prices. The whole societyĄŻs investment in fixed assets reached 125.9 billion yuan, up 20.3%. The total retail volume of social consumer goods was 105.27 billion yuan, up 14.1%. The per capita disposable income of urban citizens reached 11,467 yuan, up 11.2%; the per capita net income of farmers reached 6,525 yuan, up 11.3%. The registered unemployment rate in the urban areas was 3.76%, lower than the control target of 4%. The consumer price of urban citizens rose 2.3%, which was basically stable.
1) National economy maintained a fast growth.
The total output value of the city increased 0.9 percentage point as compared with the previous year. The added value of industries and building trade reached 156.02 billion Yuan, showing a rise of 19.8% and constituting 53.2% of the cityĄŻs total. The industrial added value was 143.67 billion yuan, up 21.5%, pulling up the cityĄŻs economic growth by 10.3 percentage points. The gross output value of industry reached 576.39 billion yuan, increased by 31%. The added value of service trades reached 126.94 billion yuan, up 11.7%, making up 43.3% of the cityĄŻs total. The total purchase and sales volume of commodities reached 550.46 billion yuan, up 31.7%. The added value of the financial trade increased by 15.6%. The quantity and quality of agricultural products including food production were notably improved. An investment of 10 billion yuan was made in the construction of small towns and the urbanization rate of the suburban areas reached 44%, showing an increase of 2.5 percentage points.
2) The quality and benefit of the economic operations were remarkably improved.
The output value of the 6 pillar industries including electronic information increased by 35.5%, making up 70.6% of the gross output value of scale industries. The output value of the new and hi-tech industries reached 173.1 billion yuan, up 36.1%, constituting 32.2% of the cityĄŻs total and showing an increase of 1.7 percentage points. The consumption of energy for the industrial output value of 10,000 yuan, the quantity of fresh water used and water recycling rate in industry were all in the front rank of the country. According to preliminary statistics, the total assets of the cityĄŻs enterprises of various kinds was 1303.3 billion yuan, the rights and interests of owners were 510.8 billion yuan, total debts were 792.5 billion yuan, and the ratio between assets and liabilities was 60.8%, 0.8 percentage point lower; the profits reaped reached 50.8 billion yuan, the ratio between assets and profits was 3.9%, up 0.8 percentage points. In the past two years, bad loans of financial institutions decreased by 42.03 billion yuan, with 20.3 billion yuan reduced in 2004, the rate of bad loans being reduced to 8.2% from the 21% in 2002.
3) Great progress made in the economic reform and restructuring and the opening-up drive.
Tianjin State Assets Supervision and Management Committee (TSASMC) was established. Complete restructuring was carried out in 124 wholly state-owned enterprises. The profit of state-owned and state holding enterprises reached 15.75 billion yuan, up 59%. The added value of non-public economic sector constituted 48% of that of the city, up 2.6 percentage points, of which the added value of the individual private economy constituted 23% of the city. We further carried out the reform on the fiscal management system of sharing tax revenue between the municipality and the districts and counties and deepened the reform in investment system. Tianjin Property Right Transaction Center was designated by the State as an experimental institution for the transfer of state-owned property right of enterprises under the Central Government. The efforts to perfect and regulate land transaction market made tangible achievements. We formulated and implemented the Decision to Open Further to the Outside World and Accelerate the Development of Opening-up Economy and made fresh achievements in the opening-up drive. The city directly used $5.59 billion of contractual foreign investment, with $2.47 billion actually used, up 59.1% and 51.4% respectively. The number of newly approved large projects with an investment of $5 million each was 304 and 4 of them had an investment of $100 million. The import and export volume of the city reached $42.02 billion, up 43.2%, of which $20.87 billion was for export, up 45.4%. The investment from other provinces and municipalities of the country was 23.9 billion yuan. The strategic position of the New Binhai District was further enhanced, its total output value reaching 125.02 billion yuan, up 20.1%. The handling capacity of the port reached 200 million tons, as compared with the 100 million tons 3 years earlier and it has become one of the 10 largest ports in the whole world. Its container handling capacity reached 3.815 million teus, up 26.5%. Tianjin Economic-Technolgical Development Area (TEDA) continued to keep a Doading level in the national development areas, its total output value reaching 53 billion yuan, up 25.3% over the previous year. The total volume of goods flow of the Free Trade Zone increased 41%, its major indexes ranking among the first few of the country.
4) The steps of urban construction were markedly sped up.
The Overall Urban Development Program of Tianjin (2004-2020) was revised and submitted, clarifying further the status of the city and making proper adjustments as regards the layout of the urban space, the permanent population and the scale of land used for construction. An investment group corporation for urban infrastructure construction and a land requisition and sorting out corporation were established to accept large mid- and long-term loans and create mechanisms for loan utilization and repayment, making great breakthroughs in reforming the investment and fund-raising system for urban infrastructure construction. Efforts for the urban infrastructure construction of the city were greatly intensified. The surface areas of new roads reached 5.8 million sq. meters and 19 new bridges were built. 10.52 million sq. meters of houses were completed, up 35%. 12.92 million sq. meters of commercial houses were sold, up 26.5%. The comprehensive development and transformation of the Haihe River progressed smoothly. The feasibility study for the Tianjin-Beijing intercity passenger railway line obtained the approval of the State and preparations are under way for the launching of the project. The projects of the second Tianjin-Beijing expressway and the reconstruction of Tianjin Binhai International Airport have been submitted to the State Development and Reform Commission. The Tianjin section of Beijing-Shanghai Expressway and Huang-Wan Railway are under intense construction. The comprehensive rectification of the cityĄŻs environment was intensified, with a number of sewage and refuse disposal plants built and river courses renovated, and the areas along railways of 74 km were rectified in a comprehensive manner. The project to create a model city with barrier-free facilities, one of the countryĄŻs first group, was examined and accepted by the state. The set targets for the creation of a model environment-friendly city have been met. Tanggu District, Dagang District and the seat of Baodi district were honored as national districts and towns of hygiene.
5) The living standards of the people were further improved.
The per capita disposable income of urban citizens and the per capita net income of the farmers increased 1154 yuan and 664 yuan respectively. The number of newly employed of the city was 215,000 and 137,000 laid-offs were reemployed, the figure of newly employed being larger than the figures of new labor force and new laid-offs put together. Welfare posts were created to enable 37,000 laid-offs in their forties and fifties to get jobs in addition to social insurance and part of wages in the form of subsidies. The number of policy holders of endowment and medical insurances constantly grew and the gap between the yearĄŻs revenue and expenditure of these insurances was markedly narrowed. Great progress was made in unemployment insurance and workersĄŻ compensation for injuries. 290,000 sq. meters of low-rent houses were built to accommodate 1,000 households with difficulties in housing and daily life. Old buildings with a floor space of 14.13 million sq. meters were renovated in a period of two years, benefiting 550,000 people. The modern-style architecture protection and comprehensive old house renovation projects in the Five Historic Roads carried off China Exemplary Human Habitat Award and great progress was made in the construction of commercial facilities to meet the needs of the people in the urban areas. 9 policies were implemented including the abolition of agricultural tax and the enhancement of subsidies for food production, with 370 million yuan directly going to the pockets of the farmers. A safeguard system for farmers whose land was requisitioned was established. The project to solve the drinking water difficulties of 2.65 million people in the rural areas were completed ahead of schedule. 300,000 rural latrines were reformed. The 20 promises to improve the living standards of the urban and rural people of the city were fulfilled satisfactorily. Measures were taken to strengthen safety control in traffic, fire fighting and production, resulting in the reduction of abnormal deaths by 141, 11% lower as compared with the previous year. The social order of the city remained stable and social security remained one of the best of the country.
6) New achievements were made in social undertakings.
We constantly increased our input into social undertakings, with the expenses on science and technology, education, culture, health and sports reaching 10 billion yuan, constituting 30.7% of the cityĄŻs current financial expenditure, up 1.2 percentage points. The ability to act on our own in scientific and technological innovation was further enhanced. The comprehensive sci-tech progress continued to be among the front ranks of the country. The scientific and technological achievements carried off 14 national and 218 city awards for scientific and technological progress. 8,406 applications for patents were accepted and attended to, with invention patents constituting 49%. Technological contracts involving a volume of 4.5 billion yuan were signed. Industrialization bases for stem cell projects and hollow fiber membrane were completed. Projects to tackle difficult problems in science and technology, such as biological chips and electric automobiles, took the lead in the country. The new Technology Industrial park played a greater incubating and promoting role for scientific and technological progress. The city was designated as one of the first group of national electronic information industrial bases. The special e-administration network and Tianjin Center for Digital Certificate Authentication were established. Tianjin Human Resources Development and Service Center of China was put into operation. A coordinated and balanced development pattern was witnessed in the elementary education in the urban and rural areas of the city. The enrollment rate in the compulsory education kept 100%, and the enrollment rate for the stage of senior middle school reached 94%. The proportion of senior middle school students receiving high-quality education was 70% and the gross enrollment rate for higher education exceeded 52%. The average schooling of the newly recruited labor force reached 14 years. Tangible achievements were made in the readjustment of hygiene resources. The construction of public health emergency system was strengthened and the task to prevent and control bird flu and other diseases was successfully completed. Such new and renovation projects as the PeopleĄŻs Hospital and the Ophthalmology Hospital were put into operation. The community health service networks were constantly improved and the experimental cooperative medical program in the rural areas has been progressing satisfactorily. Free medical check-ups were provided to 3.2 million farmers, creating favorable conditions for disease prevention and treatment and the popularization of the new cooperative medical program in the rural areas. Birth rate was controlled at 7.3ĄăÎ. The major indexes to the health of citizens reached the level of medium developed countries. The undertakings for women and children, the aged and handicapped developed healthily. The cityĄŻs athletes made historic breakthroughs in the 28th Olympic Games and the 12th Olympic Games for the Disabled. Tianjin women volley-ball team won three championships in the National League Volley-ball Matches in succession. Popular sports activities and bodybuilding campaigns were unfolded throughout the city. The construction of Tiajin Stadium of Olympic Center was accelerated. Commemorative activities of various kinds were held for the 600 anniversary of the city established as a garrison, enhancing the peopleĄŻs sense of mission and pride in the devotion to the construction of their hometown. The experience of Heping District in strengthening and improving the ideological and ethical work for the minors aroused strong repercussions throughout the country. A number of literary masterpieces were created and offered to the readers. Tianjin Museum was completed and open to visitors. Great progress was also made in such undertakings as press and publication, radio, movie and TV, social sciences, protection of cultural relics, books and archives. The work to support the army and give preferential treatment to families of revolutionary army men and martyrs and support the government and cherish the people as well as the joint efforts of the army and the people to build material and spiritual civilizations went on extensively and the unity between the army and the government and between the army and the people was even more secure. Education in national defense went on in depth and national defense reserves strengthened. Civil air raid drill was successfully conducted. Fresh progress was made in the work concerning ethnic groups, religion, overseas Chinese and Taiwan affairs.
7) Democracy and the legal system and the building of the government itself were strengthened.
We conscientiously carried out the resolutions of the Municipal PeopleĄŻs Congress and its Standing Committee and extensively solicited opinions of CPPCC Tianjin Committee and all democratic parties. Serious efforts were made to accept supervision of various kinds and adequately solicit peopleĄŻs comments and suggestions on the governmentĄŻs work. We handled 639 bills and proposals submitted by peopleĄŻs deputies and 837 motions from members of CPPCC national and Tianjin committees. We seriously implemented the Administrative Permission Law, sorted out thoroughly all the matters concerning administrative permission, and established an administrative permission service center. 68 functional departments were concentrated to conduct aligned approval procedure and give Ą°one stationĄą service, greatly enhancing administrative efficiency. We formulated the cityĄŻs Suggestions on Fully Improving the Administrative Work according to Law, completed the drafting of a number of local regulations and established, amended and repealed some administrative regulations. In an all-round manner we implemented the system of auditing of economic responsibilities and real time auditing of major projects. The enterprise credit information databank and its management system were established. We conducted in a deep-going manner the education in the general knowledge of law and intensified efforts to investigate and solve disputes and contradictions. We attached importance to letters from and visits by the people, improved working mechanism and solved a number of problems revealed in peopleĄŻs letters and visits. Down-to-earth and effective measures were taken to build a clean government and correct malpractices in all trades and professions.
While affirming achievements, we are fully aware of the problems in the economic and social development and in the work of the government to which we should pay serious attention. These problems are: the economic management system and operational mechanisms are not yet sound enough to meet the demands of the developing circumstances and the task to perfect the socialist market economic system is still rather heavy; the scale of economy is not quite big and the economic strength is not quite strong; modern service trade has not developed fast enough and the proportion of individual private economy is comparatively small; the ability to innovate in science and technology is not strong enough and the task to transform the mode of economic growth and develop recycling economy is still onerous; the construction of traffic system still lags behind and weak links exist in the management of cityscape and environment; Pressure on employment and reemployment is great, social security system is still imperfect and some people still have difficulties in their life; malpractices still exist in some departments and trades and the work to change the function of the government, to separate government functions from enterprise management and to raise working efficiency needs to be improved urgently. We will take effective measures to seriously solve these problems.
Fellow deputies, we owe the achievements of the past year to the correct leadership of the Central Committee of the Party, the State Council and the Municipal Party Committee, and to the unity and pioneering work of the peoples of various nationalities of the city. We have also in our work benefited from the good foundation laid over the years and the great support from the various central departments, other provinces and municipalities and Tianjin-based institutions. Here on behalf of the Municipal PeopleĄŻs Government, I extend my highest respect and heartfelt thanks to the people of the whole city who have made contributions in the various fields, to the peopleĄŻs deputies, CPPCC members and personages of various social circles who have given us support and performed supervision over us, to the Tianjin-based central institutions, other provinces and cities and PeopleĄŻs Liberation army and armed police forces that have rendered great support to our work, and to all compatriots of Hong Kong and Macao Special Administrative Regions, compatriots of Taiwan, overseas Chinese and international friends who have shown concern and supported TianjinĄŻs construction.
II. Work Objectives and Major Tasks for 2005
The year of 2005 will be a crucial year for the full implementation of the concept of scientific development and the accelerated fulfillment of the strategic targets for the second step of the Ą°3-step Development StrategyĄą. It will also be an important year for the complete fulfillment of the targets set for the 10th Five-Year Plan and laying a foundation for the launching of the 11th Five-Year Plan. To take a look at the overall international and domestic situation, we will see that Tianjin is faced with many new opportunities as well as many new challenges. The gap between demand and supply of resources and energy resources will stand out more clearly. The introduction of crucial technology will be more difficult. The competition in the market will be fiercer and the supply of land and fund will tend to be tight. Therefore, we must be sober-minded, be fully aware of the difficulties and problems that exist in our forward march and adopt effective measures to actively meet the new challenges. At the same time, we must see that the steady financial and monetary policies the state adopts and the sound foundation for the cityĄŻs economic and social development have provided an overall favorable environment for the accelerated development. There are many favorable conditions for us to do the cityĄŻs work well, for example, the decision of the State Council to make the plan for and the development of the New Binhai District an important constituent part of the national development strategy, the clear definition of the important position of Tianjin on the Bohai Rim and the successive launching of a number of major construction projects, especially the important projects to improve Beijing-Tianjin communications. We must adapt ourselves to the new circumstances, grasp the new opportunities, strive for a higher level of development, and continue to forge ahead along the path of development with Tianjin characteristics.
The general requirement for the work of the government in 2005 is: Guided by Deng Xiaoping Theory and the important thought of Three Represents, earnestly adhere to the guiding principles of the 16th Congress and Third and Fourth Plenary Sessions of the 16th Central Committee of the Party, fully put into effect the scientific concept for development, and in accordance with the arrangements made at the Central Economic Working Conference and the 7th Plenary Session of the 8th Municipal Party Committee, fully implement the Ą°Three-Step Development StrategyĄą and the five major strategic moves, firmly transform the mode of economic growth, greatly promote the restructuring, improve the quality and benefit of economic growth, make great efforts to promote the rejuvenation of the city through science and education and enhance the competitiveness of the economy as a whole, strive to promote reform and the opening-up drive and do a good job of the planning and construction of the New Binhai District, so as to promote the coordinated development of the socialist material, political and spiritual civilizations, build up a harmonious society and maintain the good momentum in the economic and social development.
The major expected goals for the cityĄŻs economic development and social progress are: the total output value will increase 12%; fiscal revenue will increase 16%; the whole societyĄŻs investment in fixed assets will increase 18%; the total social consumer goods retail volume will increase 11%; direct foreign investment actually utilized will increase 25%; export will increase 20%; registered unemployment rate in the urban areas will be controlled under 3.7%; the per capita disposable income of the urban citizens and the per capita net income of farmers will increase 10% or more respectively; the rise of the consumer price level for the urban citizens will be controlled at about 3% and the energy consumption per 10,000 yuan industrial output value, water consumption, environmental protection and the management of environmental protection and environmental hygiene will be better than last year.
Ten major tasks must be accomplished in order to achieve the above goals for the yearĄŻs work.
1) Implement at a high level a new round of transformation of local enterprises by grafting foreign technology and readjusting their structures so as to nurture and promote industries with advantages.
We will persist in fostering the concept that Ą°high level is wealth while low level is burdenĄą. With technical innovation and enhancing economic results as the core, we will consolidate the existing pillar industries, foster new industries with advantage, and accelerate the construction of modern industrial bases. The total industrial output value of the city will reach 690 billion yuan, up 20%, of which the six pillar industries will achieve a total output value of 467 billion yuan, up 23%.
Efforts will be made to promote the construction of major projects to strengthen the staying power and sustainable competitive strength of industrial development. 560 projects of technical transformation and foreign investment utilization will be carried out, emphasis being placed on 10 major projects with an investment of over 100 billion yuan each, so as to consolidate and expand industrial groups with a sales income exceeding 100 billion yuan. Efforts will be made to launch at an early date the integrated petrochemical project mainly comprising the 1 million-ton ethylene project and 10 million-ton oil refinery. The transformation of Zhongxin international chips production line will be carried out. The eastward move and transformation of Tianjin Steel Plant will be completed and the plant will be put into production. The construction of the hi-tech textile industrial park and the relocation of Tianjin Alkaline Plant will be accelerated. Great efforts will be made to develop 6 complete sets of equipment in hydraulic power generation and continuous metal casting and rolling and 10 categories of major products such as engineering machinery and reduction gear. Plans will be made to establish a number of new metropolitan industrial estates.
We will accelerate technical innovation and industrial upgrading to produce more branded products with intellectual property right of our own. The output value of new and hi-tech industries will constitute 35% of the cityĄŻs industry, up 2.8 percentage points over last year. The focus will be on 20 hi-tech industrial products such as solar energy battery and stem cell products. Support will be given to the development of core or key items of technology such as the extraction of traditional Chinese medicine and industrial crystals. Efforts will be made to foster and endorse 10 enterprise technology centers at the city level and strive for 2 at the national level. 100 small and medium-sized sci-tech enterprises with good development potential will be given special support.
Management will be strengthened to save energy, reduce consumption, reduce pollution and enhance efficiency. Recycling type of economy will be greatly boosted. New technology, new energy resources, new materials and energy-saving and consumption-reducing technologies will be popularized, with emphasis focused on a number of pilot projects such as the utilization of recycled water, wind power generation and electric automobiles. Efforts will be made to have the project of Ą°power generation-sea water desalination-salt production-land savingĄą incorporated into the list of recycling economy pilot projects of state priority. High energy consuming and heavily polluting enterprises will be readjusted or closed down and 10 items of backward technology and equipment, including steel production based on iron melting, the production of polyethylene from calcium carbide and the production of cement in shaft kiln will be phased out. Clean production will be popularized and energy resources utilized in a comprehensive manner. Examination methods on energy saving and consumption reducing will be formulated against different trades. The energy resources security system of the city will be perfected to ensure energy security.
2) Grasp the key links and make a breakthrough in the development of service trade.
Commercial and trade circulation will be reformed and enhanced. Large commodity wholesale markets like International Light Industry Commercial Center and Northern Hardware, Mechanical and Electrical Products Shopping Center will be built or expanded. The three shopping malls, i.e. the Golden Street, Xiao Bai Lou and South Jiefang Road in Tanggu District will be reformed. Adequate attention will be devoted to the construction of a number of large commercial and trade facilities and customer-friendly chain services. 110 vegetable markets will be reformed or built up. Great efforts will be devoted to expanding rural markets.
We will make concentrated efforts to develop modern logistics. Ocean-going and air transport will be boosted around the construction of the Northern Shipping Center and the International Logistics Center. The 6 major multifunctional logistics bases including the air transport base, TEDA Industrial Logistics Park, the International Logistics Park of the Free Trade Zone and the Postal Logistics Zone will be planned and constructed. 4 large scale freight transfer centers will be planned and built along the Outer Ring Road. A number of large special logistics enterprises will be fostered and third party logistics be developed actively. Manufacturing groups having the ability to extend to logistics will be encouraged to do so.
Great efforts will be made to promote intermediary service trade. The management of intermediary organizations will be strengthened and reformed and medium and long-term development plans will be made. Existing intermediary organizations will be integrated or restructured and efforts made to introduce and foster a number of reputed lawyer, accountant, consultation and assets evaluation intermediary organizations. Further efforts will be made to put into effect the results of the Tianjin-Hong Kong service trade cooperative talks. The construction of the intermediary service pilot center will be sped up. We will ensure the success of the 1000 Lawyer International Cooperation and Development Forum.
Tourism and exhibition undertakings will be developed in scale and quality. We will speed up the formulation of Tianjin Regulations on Protecting Architecture of Historical Features (draft) and make programs to protect and utilize such buildings and do a good job of sorting out and developing them. In accordance with the principle of Ą°unified planning, step-by-step implementation, government guiding and market-oriented operationĄą, we will carry out a three-year comprehensive development program in cultural tourism entitled Ą°Tianjin in modern ChinaĄą. We will launch 12 thematic activities in cultural tourism, which reflect TianjinĄŻs major historical events in politics, economy, finance, culture, architecture and international exchanges, and basically complete, by the end of 2007, symbolic tourist spots of the various themes so as to get well prepared for Beijing Olympic Games and the rapid development of tourism in Tianjin. Several exemplary tourist projects will be completed this year. We will improving the functions of existing exhibition facilities and make plan to construct the international modern exhibition center. Efforts will be made to ensure the success of Tianjin investment and trade talks, the 4th PECC International Investment and Trade Fair and other large-scale activities.
We will actively develop the emerging social service industry. An e-commerce platform will be constructed and special e-administrative networks improved to support the information service trade with multiple investments. Sci-tech service trade including engineering design will be fostered and the construction of the Sci-tech and Trade Street accelerated. Building block industry will be boosted. Efforts will be made to attract large businesses from the Central departments and other provinces and cities to establish headquarters and branches. We will expand community services and do a good job of community hygiene and household management services. We will encourage social circles to make investments in the development of cultural and sports undertakings.
3ŁŠDo a good job of the work involving agriculture, rural development and farmersĄŻ income and promote the integrated development of the urban and rural areas.
We will conscientiously implement the policies of the Central Committee of the Party and the State Council that attach great importance to the work concerning agriculture, rural development and farmersĄŻ income. Efforts will be made to further mobilize the initiatives of the farmers, increase the comprehensive productivity of agriculture, promote the industrialized production mode of agriculture and the industrialization and urbanization of the suburbs, raise the efficiency of agriculture, promote the development of the rural areas and increase the farmersĄŻ income.
Efforts will be made to promote industrialized operation in agriculture. We will optimize the structure of growing and breeding and enhance the ability to carry out production of scale and on bases. We will promote the construction by high-quality industries and expand special industrial bases. Efforts will be made to foster leading enterprises, expand deep processing of farm products, accelerate the development of specialized cooperatives and improve the mechanism to hook the leading enterprises and the interests of farmers, thus enabling 70% of the farmers to enter the system of industrialized agriculture. Standard production will be popularized in agriculture and supervision and examination systems perfected so that the quality and safety of farm products will be constantly improved. Cultivated land will be put under strict protection and capital construction of irrigation and water conservancy will be given due attention. We will popularize agricultural technology, promote agricultural mechanization and bring agro-science into household. Three years will be spent on five major projects to carry our formal education, bring forth dab hands at growing and breeding and enterprise staff members. A total of 1 million rural labor force will undergo training of various kinds.
The industrialization level of the suburbs will be raised.. To give full play to the advantages of the various districts and counties and render support to large scale industries, the layout and structure of suburban industries will be readjusted, features highlighted, strengths fostered and weaknesses circumvented, so as to nurture industrial groups with advantages and leading enterprises. A special fund will be allocated for the technological reform of suburban industries and efforts made to achieve breakthroughs in investments in technical transformation, business invitation and registered capital of individual private enterprises. We will continue to move the suburban industries into parks and increase investment intensity and the benefit of land use.
We will push forward the urbanization process of the suburban areas. The construction plans for the towns will be improved and implemented and the construction of periphery groups, new district and county seats and central towns will be accelerated. We will build new houses with a floorage of 5 million sq. meters in the towns and 150,000 rural people will move into the towns, so that the urbanization rate will reach 46.5%. We will accelerate the extension of urban infrastructures and public utilities to the suburbs. 560 km of district and county roads and village highways will be renovated. Projects will be launched to ensure safety drinking water for the villagers and bring pipeline networks into households. Environment protection and hygienic facilities will be strengthened and latrines transformed continuously. Efforts will be made to see that there will be a refuse disposal plant in every district and county, and a refuse burying ground in one third of the organic towns.
4) Accelerate the construction of modern traffic system and apply higher standards to the work of urban planning, construction and management.
We will make great efforts to expand the communications with the outside regions with the aim of radically improving the traffic conditions within three years by adopting comprehensive measures of regulating, transforming old facilities and building new ones. We will first increase necessary facilities and enhance traffic capacity. Secondly, we will expand the section of Beijing-Tianjin Highway and ensure the it is open to traffic before the National Day. Thirdly, we will start the construction of the 115 km Beijing-Tianjin intercity passenger railway line and the 146 km second Beijing-Tianjin Expressway and expand Tianjin Binhai International Airport. The three projects are to be completed in the latter half of 2007 at the latest and put to use before Beijing Olympic Games. At the same time, the construction of the Tianjin section of Beijing-Shanghai Expressway, the Tianjin section of Wei-Wu Expressway, the Tianjin section of Tiajnjin-Shantou Expressway and the extension of Tianjin-Jixian Expressway will be accelerated. The completion of these projects will have strategic importance for shortening the distance between Beijing and Tianjin and boosting the economic development of Tianjin and the Bohai Rim. We must strengthen coordination with relevant sides to ensure the timely launching and completion of these projects.
Management of land resources and urban planning will be strengthened. We will fully implement the State CouncilĄŻs Decision on Deepening Reform and Tightening the Regulation of Land and formulate and promulgate the Enforcement regulations on the Compensated Use of State-owned Land in the Districts and Counties of Tianjin to reinforce the management of land supply and control of land price. In accordance with the Overall City Planning endorsed by the State Council, we will make plans for the construction in the near future and revise the detailed plan for the control of the central urban area. The compilation and revision of plans for district and county seats and small towns will also be given due attention.
Focused on the comprehensive development and transformation of the Haihe River, the construction of urban infrastructures of the city will be accelerated. The embankments will be continuously transformed and roads and bridges will be built. 18 projects, including Heng Long Commercial Square and New Culture Center, will be launched. The second phase of the cityĄŻs expressway will be undertaken, with 40 km of the expressway expected to be open to traffic and 25 bridges built within the year. Subway No.1 will be open to traffic and the preliminary work (experimental section) for Subways No.2 and No.3 will be started. The Tianjin section of the project of diverting water from the south to the north and the project to harness the New Yongding River will be started. The principal part of the project to protect the source of the Luanhe River diverted into Tiajin will be completed. The construction of the Jinbin Water Works will start. We will make careful plans in accordance with the market demands, properly control the dismantling of old houses, supply land in a rational manner and make intense efforts to develop energy-saving houses so as to maintain a steady development of the real estate market. 15 million sq meters of commercial houses will be completed this year.
Efforts will be made to strengthen urban management and enhance the quality of environment. The Municipal GovernmentĄŻs Decision on the Strengthening of Environmental Protection and Improvement of Environmental Hygiene will be fully implemented. In the three years to come, an investment of 30 billion yuan will be put into over 50 projects in refuse and sewage disposal, central heating supply, river course transformation, gardening and greening. We will make earnest evaluation of the effect a special program will have on the environment. We will consolidate the achievements made in the effort to make Tianjin a model city in environmental protection. We will make active efforts to meet the national requirements for garden cities, hygienic cities and water-saving cities and initiate activities to create hygienic districts and towns. We will intensify efforts to improve environmental protection, environmental hygiene and city greening, and increase the rates of urban sewage disposal, refuse disposal and greening coverage of the city to 75%, 80% and 36.7% respectively within the year. The ecological protection in Qilihai and Dagang reservoir will be strengthened and a good job will be done of the marine environmental protection. A territorial management principle will be followed to boost the reform of the environmental hygiene system and improve the lasting managerial mechanism for cityscape and environment. People of the whole city will be mobilized and concerted efforts made to conduct in a deep-going manner the rectification of special items including cityscape, environment and hygiene, urban traffic and outdoor advertisements, and clear effect should be achieved by the end of the year.
5) Further reform the economic system and enhance the vitality of the economic and social development.
We will speed up the establishment and improvement of the state asset management and supervision framework consisting of representatives from Tianjin State Assets Supervision and Management Committee (TSASNC), group corporation and enterprise so as to strengthen the supervision and management of operational state assets of various kinds. The checking of property and verification of assets should be carried out carefully, with the determining of profits and losses and the verification of capital as the focus. We will perfect the examining system for state assets performance and the stimulating and constraining mechanisms for managerial personnel, ascertain the operational responsibilities and ensure that the value of state assets will be preserved and increased. 12 enterprise groups with sales income exceeding 10 billion yuan will be fostered. We will continue to restructure and reform the state-owned enterprises and standardize the restructuring of enterprises and the transfer of property rights. 80% of the wholly state owned enterprises directly under the TSASNC will be reorganized. With capital diversification as the focus, the reform of over 800 small and medium-sized enterprises will be pushed forward. In the restructuring of state-owned enterprises, our basic aim is to promote reform and development, and efforts should be made to resettle the redundant personnel. Conditions will be created to facilitate the orderly withdrawal from market of enterprises that have no hope of turning losses to profit and whose assets are insufficient to cover their debts.
We will conscientiously implement the views of the State Council on encouraging, supporting and guiding the development of the non-public economy and starting from changing concept and rendering policy support, create a fair environment for competition for the various kinds of enterprises in terms of safeguarding legal rights, fund raising, talents, and land use by enterprises. Self-employed private businesses will be encouraged to speed up the innovation in mechanism, technology and management, participate in the restructuring of state-owned enterprises and expand cooperation with foreign-funded ventures, so that their scales will be extended and strength enhanced.
The construction of modern market system will be accelerated. Efforts will be made to expand direct fund-raising and do a good job of the listing of enterprises. Experiments will be conducted in the share transfer of unlisted corporations limited. Efforts must be made to run the property right transaction centers well. We will actively develop the productive elements markets of various kinds. We will basically complete the establishment and restructuring of self-disciplinary organizations like trade associations and chambers of commerce. Continuous efforts will be made to rectify and regulate market economy order, with the focus on the safety of food and medicine and other special items of rectification.
The coverage of social insurance will be enlarged and the capability of social security enhanced. The figures of policy holders of endowment and unemployment insurances will be 1.952 million and 1.97 million respectively and the carrying rates reach over 95%. The figures of policy holders of medical insurance and workers compensation for injuries will be 2.83 million and 1.6 million respectively and the carrying rates reach over 80% in each case. Timely readjustment and improvement will be made as regards relevant policies and efforts made to unify the cityĄŻs social insurance systems. Pilot studies will be conducted on the cooperative medical system for dwellers in the towns. Serious efforts will be made to implement social security policies concerning farmers whose land has been requisitioned, expand the experiments on the new cooperative medical system and accelerate the establishment of endowment insurance and minimum living standard security systems in the rural areas.
6) Persist in carrying out the opening-up strategy to promote development and enhance the quality and level of opening-p drive.
We will make efforts to expand the attraction of investment from overseas and make better use of foreign funds. We will focus on introducing projects with high added value and high technical content in electronic information, machine building and biological medicine and speed up the absorption of imported technology. We will spare no effort to attract more of the worldĄŻs top 500 enterprises to establish production bases, R&D centers and regional headquarters in Tianjin. We will pay close attention to the 70 projects with an investment of over $10 million each and ensure success in the negotiation over the 11 projects, each with an investment of over $100 million. Supporting businesses will be attracted for leading industries and industrial chains. The business invitation and investment attraction by districts and counties will be expanded and upgraded. In accordance with the arrangements to establish closer economic and trade relations between the Hinterland and Hong Kong, the exchanges and cooperation between Tianjin and Hong Kong will be strengthened. Adequate play will be given to the role of Tianjin as the secretary-general of Manufacturing Industries Cooperation and efforts made to ensure the success of the 10 Chinese, Japanese and ORK citiesĄŻ business invitation briefing. We will render satisfactory service to the Conference of Ministers of finance of Asian and European Countries and Leaders of International Financial Institutions.
Efforts will be made to expand the scope of export commodities and enhance their grade and added value. We will develop the export of hi-tech products and products with property rights of our own and promote the transformation and upgrading of the processing trade. We will make efforts to boost the participants in the foreign economic and trade markets and give major support to the export by the privately run enterprises. Great efforts will be made to boost service trade. We will ensure that the export development fund will be used properly and the policy of export tax refund implemented. We will make conscientious efforts to do the work well in the transitional period after accession to WTO and enhance the ability to cope with international trade frictions. We will continue to optimize the investment climate, improve the electronic port information platform and enhance the functions of comprehensive trade service. Continuous efforts will be made to promote transnational investment projects like the Suez Special Economic Zone of Egypt and greatly boost overseas contractual projects and labor service cooperation.
We will give adequate play to the roles of TianjinĄŻs institutions stationed abroad and the institutions of other parts of the country stationed in Tianjin so as to expand the achievements of cooperation. Aid and support will be given to designated areas. The contractual volume and the volume actually used of attracted domestic investments will increase over 30% respectively.
7) Make a good plan for and do a good job of the construction of the New Binhai Zone to serve the economic vitalization of the Bohai Rim Region.
In the year of 1994, the Municipal Party Committee and the Municipal Government of Tianjin decided to develop and construct the New Binhai Zone, proposing that by the year of 2003 the GDP of the New Zone will constitute 40% of that of the city and its export make up over half of the cityĄŻs. Jiang Zeming, Hu Jintao and other leading comrades of the Central Committee of the Party and the State Council have for many a time inspected Tianjin and highly evaluated the development and construction of the New Binhai Zone. With the support of the Central Committee of the Party,, the State Council and other relevant departments and due to the concerted efforts of the people of the whole city, the 10-year development targets set by the Municipal Party Committee and the Municipal Government have been fulfilled ahead of schedule. In November of 2004, Premier Wen Jiabao again made important instructions on the successful planning and development of the New Binhai Zone. The construction of the New Binhai Zone will not only concern the long-term development of Tianjin, but also play an important role in invigorating the economy of the Bohai Rim. It is a major constituent part of the development strategy of the state, a historical opportunity for the development of Tianjin and a historical mission for the people of Tianjin to fulfill. We must conscientiously put into effect the speeches and instructions by leaders of the Central Committee of the Party and the State council and promptly start a new round of construction efforts in the New Binhai Zone so as to be worthy of the earnest hope placed on us by the Central Committee of the Party and the State Council. We will base ourselves in Tianjin, render services to the Bohai Rim, radiate in the directions of North, Northeast and Northwest China and gear our development to Northeast Asia. We will strive to build up advantages in communications and transport, research and development in science and technology, information service and talent assembling to build the New Binhai Zone into a processing and manufacturing base of the modern world and an international logistics center.
In accordance with the requirements of scientific development concept and put into the overall layout framework of the urban planning of the city, the long-term development plan of the New Binhai Zone will be formulated from a high starting point after extensive research and scientific evaluation, taking into consideration the advantages of the New Binhai Zone and the demands of the economic development of the region. The connection of the New Binhai Zone with downtown area of the city and the main Beijing-Tianjin axis will be strengthened and the layout and industry functional areas of the Zone will be rationally planned. Relying on the city proper of Tanggu and the commercial area of TEDA, the Free Trade Zone and the port, the Zone will focus part of its development efforts on modern service; relying on TEDA, the Zone will focus part of its development efforts on electronic information, automobile manufacturing, biological pharmacy and other hi-tech industries; relying on the Free Trade Zone, the port and the airport, the Zone will focus part of its development efforts on modern logistics; relying on Dagang District and the industrial area near the port, the Zone will focus part of its development efforts on petrochemical industry; relying on Hanggu District, the Zone will focus part of its development efforts on fine chemical industry and marine tourism; and relying on the industrial area on the lower reaches of the Haihe River, the Zone will focus part of its development efforts on seamless steel pipe production, high-grade steel and metal ware. The Zone will actively carry out the comprehensive utilization of energy and other resources and strive to build itself into a model district in recycling economy. With another 10 yearsĄŻ effort, New Binhai Zone will become an export-oriented, multifunctional and modernized world-level district leading in technology and laden with information, talented people and first-rate services.
The construction of the functional area will be sped up to increase the ZoneĄŻs service for the regional economic development. In accordance with the Port Development Plan of the Bohai Rim endorsed by th4 State Council and the targets and measures set at the cityĄŻs port work conference, the construction of the port will continue to be accelerated. The area of the port will be gradually expanded from 30 square kilometers to 100 square kilometers. The container logistics zone and the bulk logistics zone will be built up to increase the handling capacity of the port to 300 million tons and 10 million teus by 2010. The volume of freight handled this year will 220million tons and 4.6 million teus. We will accelerate the construction of the 200,000 tonnage deep water fairway, the large container berth in the north part of the port and a 300,000 ton crude oil dock. We will speed up the construction of the channels for goods collection and distribution and build the duplicate rail of Ji-Gang Railway. Modern management will be strengthened to improve the efficiency and benefit of port operations. Tianjin International Shipping Center will be established. The plan for the extension of TEDA will be made and land requisitioned. Foreign investments will be better utilized to promote the construction of major projects and accelerate the development of modern manufacturing industries. We will upgrade the functions of Tianjin Port Free Trade Zone, and speed up the construction of the airport logistics processing zone to ensure that the bonded logistics park under the joint jurisdiction of the port and the district will be launched into operation in March. The development of the lower reaches of the Haihe River will also be sped up by building dual track sluice gates, bridges over and tunnel under the River. Efforts will be made to reclaim 10m sq. km of land from the sea for the industrial area beside the port. The Bohai Rim Central Fishing Port will be constructed and pilot projects for sea water desalination and comprehensive utilization will be launched. Technical standards for access to construction project market will be formulated. Exchange and cooperation will be reinforced with cities on the Bohai Rim so that better service will be provided to the regional economy.
8) Increase investment in fixed assets and do a good job of fiscal and financial work.
To fulfill the targets set for this yearĄŻs economic and social development, it is necessary to maintain certain investment scale. It is estimated that the overall investment in the fixed assets this year will reach 150 billion yuan, of which 60 billion yuan will be in industry, 50 billion yuan in urban infrastructures and real estate development, 30 billion yuan in agricultural, forestry and water conservancy projects, social undertakings, environmental protection and ecology and 10 billion Yuan in the construction of major traffic projects. Industrial and commercial enterprises should employ various channels to raise self-possessed funds for fixed assets investment by withdrawing adequate depreciation charges, increasing profits, inviting business and expanding shares, and making profitable use of idle land. At the same time, they should actively strive to obtain bank loans and national debt funds. We will deepen the reform of the investment system and establish the fixed assets investment projects databank to facilitate the smooth progress of major projects and increase the beneficial results of fixed assets investment.
We will enhance the proportion of fiscal revenue in the total output value While constantly increasing the economic aggregates, we will make efforts to raise the operational benefit of industrial and commercial businesses, promote the development of new and hi-tech industries, service trade, and individual private economy, step up tax levy, and increase the aggregate of fiscal income. This year the total fiscal revenue budget of the city is estimated to reach 58.23 billion yuan, and with the 14.3 billion yuan to be handed over to state treasury reduced, the budget of fiscal expenditures will be 43.93 billion yuan. The structure of fiscal expenditure will be adjusted. Routine expenses will be reduced, expenses for the support to agriculture will be greatly increased, officially fixed increase ensured for science and technology and education, and input enhanced in culture, health, family planning and social security. The expenditures on public utilities will increase by 20%, constituting 38% of the regular overheads in Tianjin.
Efforts will be made to accelerate the establishment of a modern financial service system adapted to the role Tianjin as the major economic center in north China. First of all, we will improve the financial organization system. We will continue to back the reform in the state-run commercial banks and strengthen the leadership for the reform of the rural credit unions. The Tianjin Rural Cooperative Bank will be established. Continuous efforts will be made to introduce overseas and domestic banks and insurance institutions and optimize security institutions. We will make efforts to ensure the official opening of Bohai Bank early this year. Secondly, we will upgrade the financial service. The communication and cooperation between banks and enterprises will be strengthened to implement the credit policies of the state. Financial institutions should enhance their operational conception and risk management and provide timely operating fund loans to the market and enterprises to promote employment and support construction projects up to the terms of market access. Thirdly, we will back the innovation in financial work, formulate and improve the regulations on managing partnership and cooperative businesses and develop joint-stock companies. We will conduct smooth operation in collective and cooperative trust and fund business and support qualified enterprises to issue bonds and list in stock market to turn more idle funds in the society into capital for the enterprises. Fourthly, we will strengthen the supervision and management of financial institutions in order to prevent financial risk. Continuous efforts will be made to make profitable use of the bad loans and handle them properly, dropping the proportion of bad loans by 2 to 3 percentage points. Efforts will be made to accelerate the establishment of credit information databank and perfect the social credibility system.
9) Implement the strategy to invigorate the city through science and education and promote the prosperity of the various social undertakings.
Endeavors to create new advantages in science and technology will be made. We will make efforts to formulate the outline for mid- and long-term science and technology development plan. We will strengthen the efforts to tackle sci-tech problems and organize personnel to carry out a number of key sci-tech programs at the national level and 30 key projects aimed at the frontier international technology. We will integrate science and technological resources, improve the key experimental labs at both state and municipal level, establish post-doctoral research mobile stations and working stations and construct a number of engineering centers and 20 platforms for providing public sci-tech service and turning sci-tech achievements into productive force. By providing government guidance and adapting to market operations, efforts will be made to form, first in pillar industries, research, development and production systems with enterprise groups as the core, research institutions and institutions of higher learning closely linked with enterprises. We will make full use of the function of the new technology parks in bringing forth new ideas in science and technology and serving as an industrial base for transforming hi-tech results. We are to do well in the construction of the industrial bases for state-level software and new energy resources as well as the Tianjin Pioneering Park for Returned Overseas Students .Efforts will be made to establish at least 2 national sustainable pilot study areas. The proportion of the overall social research and development expenditures in total output value will be raised to 2%. The proportion of the investment in research and development from the large sized enterprises in sales revenue will be further enlarged. From this year on, a special fund will be allocated for technical innovation, 100 million yuan from the budget this year and 200 million yuan each year afterwards. And by the end of the year 2010, it will be accumulated to 1.1 billion yuan. Work will be done to ensure the protection of intellectual property right and expand the amount of such rights the city possesses. Efforts will be made to strengthen the planning, construction and management of state-level information industrial bases and do the work well in the application and construction of state-level information industrial parks concerning mobile telecommunication, green energy resources, automobile electronics and so on. The construction of the information security system will be strengthened.
Efforts will be made to push forward high quality education. We will improve the modern national education and the learning-type social service system, strengthen the building of the contingent of teachers and major disciplines and enhance the comprehensive strength of various categories of education. 60 pilot senior middle schools will be constructed and the gross enrolment rate for senior middle schools will be pushed up to 91%. The number of the students receiving quality senior middle school education will reach 75%. The gross enrollment rate of institutions of higher learning will reach 55%. We will make an overall scheme and boost the coordinated development of education between the rural and urban areas and further improve the safeguarding mechanism for education expenditures in the rural areas. Efforts will be made to develop vocational education and the construction of 10 secondary vocational schools and 50 training bases of vocational education will be given adequate attention. We will accelerate the development of community-run education. We will securely foster the concept that rearing people is fundamental in school education and moral education comes first as compared with intellectual, physical and aesthetic education. We will take practical measures to strengthen and improve the teaching of ideological and political subjects and the ideological work among the college .students.
Efforts will be made to accelerate the development of cultural undertakings and cultural industry. Cultural development and facility construction plan will be worked out. Operational cultural institutions will gradually be turned into enterprises. A modern cultural market system will be established to guide the expansion of cultural consumption. We will continue to carry forward the central theme of our society, advocate cultural diversity and encourage the creation of grand literary works, especially full-length literary works reflecting the hundred yearsĄŻ development history of Tianjin.. The work is to be done well concerning the protection and development of historical and cultural relics. Efforts will also be made to organize people for the writing of The History of Tianjin. We are to hold successfully the Italian Ą°China Tianjin WeekĄą, the 15th National Books Fair, and other grand art activities. Special fund will be allocated to build up a group of major cultural facilities such as Xinghua Theatre. We will continue to stress the control over cyber cafes, video and audio products and advertisement market. And we will continue to give great concern to the management of the press and publishing, broadcasting-movie-television, cultural relics protection and archives.
We will accelerate the development of public health undertakings. We will improve the public health care system, perfect the system of disease prevention and control, medical treatment, medical emergency warning and medical law enforcement and supervision. We will see that the work will be done well in the prevention and control of AIDS, TB, hepatitis B and other infectious diseases. Projects related to the General Hospital attached to Tianjin Medical University, the First Central Hospital, Tianjin Disease Prevention and Control Center and so on will be completed within the year and put into operation. We will intensify the health work in the rural areas and one third of the hospitals and clinics of the towns of the city will be reformed. The records of medical check-up will be used properly and the level of disease treatment and medical service for the farmers will be raised. We will carry out vigorously the citywide patriotic sanitation campaign and encourage people to give voluntary blood donation. We will further improve the population and family planning work, perfect the three-level service centers for genitourinary systemĄŻs health and raise the quality of population. We will also try our best to deal with the work concerning women, children and the aged people. Care and support will be given to the undertaking of the disabled and cultural and sports centers built up for them.
Sports will be developed in a vigorous way. The main part of the stadium of Tianjin Olympic Center and other sports facilities will be completed in the year. We will establish a popular sports service system, carry out citywide body building activities, upgrade the competitiveness of the cityĄŻs sports and strive to make a breakthrough at the 10th National Sports Meet.
We will follow the strategy of invigorating the city by giving priority to talents development.. We will study and make the long-term development plans and training programs for talents development and try every possible means to provide training for various kinds of gifted people including technical personnel, professional managers and skilled workers. Efforts will be made to strengthen the formulation of relevant regulations and adequate use will be made of the market to realize the proper distribution of personnel resources. Enterprises and institutions should reform their income distribution systems, improve their talents inspiring mechanism and give awards or subsidies to talented people who have made outstanding achievements.
We will spare no effort to strengthen the ideological, moral and cultural work. We will further intensify the education concerning the fostering of ideal and belief and continue to enhance national spirit with patriotism as the core and enhance the spirit of the times with reform and innovation as the main features. Great efforts will be made to create conditions for the civilized city award.
We will adhere to the principle of maintaining harmonized relations between national defense building and the economic construction. We will further conduct activities to support the army and give preferential treatment to families of army men and martyrs, support the government and cherish the people and carry on joint construction programs with the involvement of both army and civilians. We will support, as always, the modernization drive of the PeopleĄŻs liberation army and armed police garrisoned in Tianjin, strengthen peopleĄŻs national defense awareness, improve the mechanism of national defense mobilization and strengthen the national defense reserve forces and the building of peopleĄŻs air defense.
10) Safeguard the vital interests of the people and raise their living quality and standard.
We will increase the social employment rate and increase the income of the people. We will strive to fulfill the targets of increasing the urban citizensĄŻ per capita disposable income by 1,100 yuan and the farmersĄŻ net income by 700 yuan. We will perfect the labor and employment service system and create 250,000 job, of which 130,000 jobs will be for the laid-off workers, especially those around the age of 40 to 50. The number of newly employed will be larger than the total number of newly increased labor force, the new laid-offs and peasant laborers in the city. The salary raising mechanism of the enterprises will be further improved, a wage system of collective consultation will be followed and a system in which the income of the employers is linked with the growth of the employeesĄŻ wages will be put into practice. We will continue to raise the minimum sage standards. We will push forward the housing reform in which money will be given in place of houses, improve the various policies regarding the income of farmers and consolidate the results of tax and charge reform in the rural areas. We will pay great attention to and properly handle problems affecting the immediate interests of the people, such as land requisition in the rural areas, dismantling of houses and relocation in the cities and towns and the restructuring of state-owned enterprises. The lawful rights of the peasant laborers should be protected in accordance with law and efforts made to ensure that they get their payment on time.
We will strive in an earnest way to solve the problems of those people with difficulties in their life. We will establish and improve the social aid system for those with low income in the urban and rural areas and help them solve such problems as food and housing, children attending school and medical care. We will make efforts to promote the construction of low rent housing with a floorage of 150,000 sq. meters, 450,000 sq. meters of housing for the resettlement of citizens whose houses have been dismantled because of infrastructure construction and economical houses with a floor space of 160,000 million sq. meters. An emergency security system for daily necessities will be established and the price level as a whole will remain stable. The comprehensive housing renovation projects with one or two residential areas as a unit will be completed. We will continue to do the work well in social welfare, social relief, special care and preferential treatment as well as the hot line of the service network for the people. In light of the urgent need of the people, 20 specific projects will be proposed and done well to improve the living standards of the people in urban and rural areas.
III. Strengthen the Building of the Governmentand Upgrade Its Competence of Governance
It is the common wish of the people of Tianjin as well as the important responsibility of the municipal government to realize a new forward leap from the new starting point and constantly push forward the reform and opening-up and the modernization drive of the city. We must constantly enhance our sense of mission and responsibility, strengthen in real earnest the self-building of the administrative leading officials at various levels and the contingent of public servants and improve our administrative capacity so as to prove worthy of the great trust the Party and people have placed on us.
1) Speed up the shift of function of the government.
We will change concept, create conditions and do solid work to promote the separation of government from enterprises, public institutions and the society so as to shift the focus of the work of the government to economic regulation, market supervision, social management and public service. The autonomous operational right of enterprises and public institutions will be respected and the governmental functions shared by some enterprises and public institutions will be stripped off. Administrative organs must abide by relevant stipulations to separate themselves from the investment corporations and examination, inspection and quarantine institutions formerly under their jurisdiction as well as from economic trade organizations and intermediary institutions.
We will strengthen the work of planning. Basing ourselves on the overall situation and with the long-term objectives in view, we will complete the formulation of the 11th 5-Year Plan for National Economic and Social Development in Tianjin and the Overall Development Plan for New Binhai District and revise the Overall Plan for the Utilization of Land in Tianjin. An urban and rural plan revision mechanism will be established with the government organizing, experts leading, departments participating and the public involved.
We will perform the function of social management and public service in an earnest manner. We will establish and improve a multifactor working mechanism and by adopting various ways of mediation, letters and visits, arbitration and administrative decision review, properly solve the various social contradictions according to law. We will prepare and construct the centre to handle letters and visits from the people and conduct administrative decision review. The centers will have personnel concerned from government departments and legal workers, who will conduct joint office work to receive and handle peopleĄŻs letters and visits as well as applications for administrative decision review, with the purpose of safeguarding the legal rights of the people. We will ascertain the Overall Exigency Plan of Tianjjin PeopleĄŻs Government Against Unexpected Public Incidents and enhance our ability to prevent and handle public crises such as natural disasters, accidents and calamities and unexpected health and public security incidents. We will further strengthen the management of production, traffic and fire control safety. We will bring into full play the important role of communities in social management and create necessary conditions for them to perform their responsibilities. Continuous efforts will be made to push forward the comprehensive rectification of social security, severely crack down on various criminal acts in accordance with law and conduct in-depth activities to create a peaceful environment for Tianjin and safeguard social stability.
We will push forward the innovation in the administrative work of the government. The reform of administrative examination and approval system will be deepened and the service center for administrative permission will be run well. Various social service platforms will be constructed with the view to providing convenient and rapid service for enterprises and the people. The development and utilization of natural resources and distribution of public resources will be done by means of bidding and auction according to law. We will further open up the administrative affairs and establish the government spokesman system to increase the administrative transparency.
2) Adhere to scientific and democratic decision making.
We will establish and perfect the scientific and democratic decision making mechanism which combines leaders, experts and the people. We will work out the Regulations on Major Decision Making Procedure of the Municipal Government, clearly determine the extent of government decisions, rationally define the decision-making competence and standardize the decision-making procedures. As to more professional decision making of overall importance concerning economic development, urban and rural planning and construction and rules and regulations, experts will be organized across departments, trades and disciplines to participate, conduct research and make evaluations. Decisions related to price adjustment, social administration and public services closely tied to the interests of the people will be laid open and hearings conducted for them. Related institutions will be designated and forces of various sides concentrated on the deep-going study of major issues bearing on social and economic development so as to provide intellectual support for decision makers.
3) Enhance the level of conducting administrative affairs in accordance with law.
The governmental legislative plan for the period between 2005 and 2007 will be enacted on the basis of the long term economic and social development targets and the requirement for the improvement of the market-oriented economic mechanism. This year, we will focus on the drawing up and amendment of drafts of legal documents and administrative regulations in Tianjin including Measures for the Implementation of Small and Medium-sized Enterprises Promotion Law, Measures for the Protection of Patent Technology, and Measures for the Management of Land Requisition. We will lay more emphasis on the building of governmental legal institutions and improvement of governmental legal consulting system.
We will strengthen and improve the administrative law enforcement. The administrative organs at various levels and their personnel must perform their functions and fulfill their responsibilities within their jurisdiction and according to procedures. They can neither neglect and omit their duty nor overstep the limit of jurisdiction and act indiscriminately. We will speed up the establishment of a law enforcement system that has clear responsibility and is able to provide effective supervision and reliable security. Pilot studies will be actively made in comprehensive law enforcement and administrative law enforcement institutions at the city level will be established for urban management. We will put into practice the relatively centralized administrative punishment right for urban administration and explore the system of relatively centralized administrative permission right. The norms for punishment will be made in detail and the discretion conducted by people enforcing the law will be reduced. We will resolutely stop indiscriminate punishments and charges of various kinds. We will carry out timely inspection on the implementation of the laws and regulations of the greatest concern to the people.
Stress will be laid on administrative supervision. We will further improve the mechanism of supervision by law, democratic supervision, supervision by public opinion, and supervision system within the governments and expand the channel of supervision by the people. The work of auditing and supervision will be strengthened. Great efforts will be made to intensify auditing in budget performance, property right transfer of state-owned enterprises, use of social security fund, land deal and the bidding for major projects and the audit results will be opened to public. We will draw up and put into effect Provisions concerning the Responsibility System in Administrative Law Enforcement and Provisions on account holding for Misjudged Cases in Administrative Law Enforcement. Decision makers must be held to account who have overstepped jurisdiction, violated the decision-making procedure and caused great losses.
4) Make great effort to improve the style of work of the government.
In all the work of the governmental, we must base ourselves on and aim at safeguarding and materializing the peopleĄŻs interests, hold and use power for the people wholeheartedly and serve the peopleĄŻs interests by all means. We will conduct in a deep going manner educational activities to enable Party members to maintain the advanced character. We will lay stress on the internal system building of the government, revise the Regulations on the Work of the Municipal PeopleĄŻs Government and standardize the administrative conduct of the civil servants. Government functionaries must see what really happens, tell the truth and do solid work. Real name system and account-holding system in administrative affairs performance will be adopted and the responsibilities of departments, institutions and individuals for official communications and affair handling will be ascertained. We will continue to strengthen our work in building a clean government and implement the responsibility system in combating corruption and fostering a clean and honest style of work. We will continue to strictly carry out the various anti-incorruption and self-disciplinary regulations and tackle the problem at the root so as to ensure the clean operation of the power. We will bring into play the administrative supervision function, lay more emphasis on investigation into the cases violating the law and discipline and punish the corrupt elements with no mercy. We will correct the malpractices existing in various trades, carry out rectification in special fields of work and solve the major problems that harm the interests of the general public.
5) Promote democracy in political affairs.
We will conscientiously accept the supervision by the peopleĄŻs congress and its standing committee. We will take the initiative to strengthen the ties with the Chinese PeopleĄŻs Political Consultative Conference and earnestly listen to the opinions of all democratic parties, associations of industry and commerce, persons without party affiliation and peopleĄŻs organizations. We will adhere to the system of contacting peopleĄŻs deputies and CPPCC members and handle in a timely manner the suggestions and proposals put forward by them. We will enhance democracy in political affairs at grass roots, improve the systems of workers and staff members congress, neighborhood committee, and villagersĄŻ committee. We will continue to develop the work of laying factoryĄŻs and villageĄŻs affairs open and support the work of trade unions, Chinese Communist Youth League, womenĄŻs federation and other mass organizations. We will continue to implement, in an earnest manner, the partyĄŻs policy towards ethnic groups, religions and overseas Chinese and do a good job of developing friendly ties overseas. The work related to Taiwan in the new era must be done well and we will promote the personnel interflow and economic and cultural exchanges between Tianjin and Taiwan and safeguard the legal rights of Taiwan businessmen.
Fellow deputies, the tasks of economic and social development of the city this year are onerous and we deeply feel that the responsibilities on our shoulders are heavy but glorious. The trust and support given to the government by the people of the whole city fill us with great strength and invincible confidence. Let us unite closely around the Central Committee of the Party with Comrade Hu Jintao as the general secretary, hold high the great banners of Deng Xiaoping Theory and the important thought of Three Represents, guide the overall economic and social development with scientific development concept, and under the leadership of Tianjin Municipal Party Committee and closely relying on the people of the various nationalities of our city, seize the opportunities and meet the challenges, be practical, down to earth, creative and pioneering, and strive to accelerate the implementation of the Three-Step Development Strategy, taking the lead in the basic realization of modernization! |
